CDE – Multi-Contractor Integration-As part of the re-tendering process for TenneT’s Content Collaboration Platform, Lot 2 encompasses a multi-vendor framework agreement focused on the integration, implementation, configuration, migration, and support of platform functionalities tailored to TenneT’s infrastructure project needs. The present tender focuses primarily on TenneT’s German operations. As beneficiaries under the SaaS Agreement, Dutch TenneT operations may optionally draw from the services that are subject hereof. With the re-tendering of the current Content Collaboration Platform, TenneT is aiming to continue achieving a single source of information for all documents generated in infrastructure projects and managing the supplier collaboration (external collaboration) regarding the exchange and management of documents and additional data. The targeted system is facilitating and capturing the complete project lifecycle in addition to providing auditable documentation and information throughout the organization. The tender procedure is divided into two lots, which will be tendered in sequence in two different tenders: Tender 1 [Lot 1] "CDE - Collaboration-Platform for Document and Data Exchange": includes the platform provisioning, development, deployment (Implementation), initial customization and configuration, platform interfaces as well as maintenance and support of the platform and – as a proof of concept and for purposes of a successful transition – the migration of TenneT metadata as well as existing construction projects from the current to the new platform. This tender has been completed. The awarded solution is provided by ThinkProject. Tender 2 [Lot 2]: "CDE – Multi-Contractor Integration": includes intergration and implementation services associated with the platform and comprises subsequent configuration, customization and consulting services in relation to the Content Collaboration Platform. The Lot 1 Provider must always collaborate pro-actively and in a constructive manner with any Lot 2 Contractor(s), e.g. providing access, support and knowledge transfer regarding the platform and implementing technically necessary changes within Lot 1 where mutually agreed with or commissioned by TenneT. Lot 2 will be tendered subsequent to the award of Lot 1. Performance Scope Lot 2 The Lot 2 providers selected during the selection phase must be qualified for the following service areas within the framework of the mini competitions and be able to obtain contracts in these areas: Business Support for CDE Initiatives and Projects The contractor shall provide advisory and operational support for departments and project teams in the context of CDE utilization, in particular: Advising on methodological and operational use of CDE platforms in project environments Supporting data migration processes (e.g., from legacy systems) Assisting with platform configuration and workflow optimization Developing and maintaining structured knowledge management tools (e.g., CDE user guides, training materials, FAQs) Facilitating workshops to gather and refine user requirements Design, Development, and Implementation of Non- Standard Changes This service domain includes support in extending the functional scope of the CDE platform beyond its standard features: Designing and specifying customized solutions (e.g., plug-ins, tailored workflows) Developing enhancements, interfaces, and automation features Supporting innovation initiatives, e.g., through prototyping of new digital tools Providing comprehensive technical and user documentation Performing quality assurance and testing of developed components Integration support for non-standard changes The contractor will provide technical and conceptual support for integrating enhancements into the existing CDE ecosystem: Designing and executing system integration concepts (e.g., CDE ↔ third- party systems) Developing and maintaining interfaces (e.g., REST, SOAP, file-based) Conducting system, integration, and regression testing Monitoring and issue resolution during and after go-live Preparing technical operations documentation (e.g., monitoring and handover guides) Project execution The contractor shall support the delivery of CDE-related (sub-) projects, including: Providing project management services (e.g., project office, timeline planning, reporting, risk management) Conducting requirement analysis and scope definition with business stakeholders Coordinating internal and external implementation partners Reporting to project leadership or steering committees Supporting change and rollout management measures For more details please see "L2 - C11 - Summary of Requirements" and "L2 – N01 – Annex 01 – Service Description" (will be sent after signing the NDA). Technical project support to BioClime-Biodiversity loss and climate change represent two of the most pressing challenges of our era. To address both with urgency, it is essential to make swift strides in implementation, harnessing the synergies between biodiversity and climate action, as well as climate adaptation. The goals of the Global Biodiversity Framework (GBF) of the Convention on Biological Diversity (CBD) and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) cannot be achieved without faster progress in implementation and utilization of the synergies between climate and biodiversity protection. Against this background, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN) has commissioned the "Support project on Implementation Instruments of the Global Biodiversity Framework and the Paris Climate Agreement (BioClime)" with a duration of 01.04.2024 - 30.06.2027. The overarching goal is to successfully support key actors in shaping the framework conditions for the implementation instruments for biodiversity- and climate protection as well as ecosystem-based adaptation. It supports the BMUKN and partner countries through technical contributions, policy advice, gender-responsive exchange formats, and knowledge products to develop integrated approaches and synergies between biodiversity and climate action and climate change adaptation. The focus is on enhancing the use of synergies between the UNFCCC and the CBD in negotiations, partner countries, as well as within implementation tools (e.g., Nationally Determined Contributions (NDC) and National Biodiversity Strategies and Action Plans (NBSAP) revision), and the dissemination of knowledge products via strategic partnerships. In essence, good starting conditions, and foundations for the implementation of the GBF and the Paris Agreement have to be created. To achieve this, the project activities are divided into four fields of action: - Advice on GBF implementation instruments in the context of the CBD negotiations (Output 1) - Support in preparation for the UNFCCC climate conferences and advice on implementation instruments of the Paris Agreement (Output 2) - Advice on better use of synergies between biodiversity- and climate protection and ecosystem-based adaptation (Output 3) - Strengthening and supporting international initiatives, partnerships, and knowledge networks for biodiversity- and climate protection and ecosystem-based adaptation (Output 4) - Strengthening international forest-related climate finance and deforestation-free supply chains (Output 5) This is a so-called "support project": on the one hand, four partner countries (Indonesia, Thailand, Mexico, Brazil) are supported in effectively using the implementation instruments of the GBF and the Paris Agreement. On the other hand, the project supports BMUKN divisions on "International Biodiversity Affairs", "United Nations, 2030 Agenda, Developing and Emerging Countries; Environmental Aspects of International Climate and Energy Policy", "International Financing Issues", and "Forest Protection, Sustainable Forest Management and Wildernis" in a needs-based and flexible manner.

Provision of a Digital Twin-The purpose of this tender is to engage a qualified Digital Twin Software and Service provider (DT Provider) to support the implementation of the DT initiative under the PtX Fund. Shipborne VTOL UAS deployment with data fusion and integration services - The surveillance of the EU’s land and sea borders is a fundamental component of the European integrated Border Management (EIBM) as identified by the Multiannual Strategic Policy for EIBM 2023-2027 . Border surveillance requires effective operational measures taken by Frontex and Member States’ border management authorities. The Technical and Operational Strategy for EIBM states that these measures should be intelligence-driven and risk-based, drawing on multi-domain sensor networks. The multipurpose surveillance-oriented approach, as described in the Capability Roadmap of the EBCG , will require the deployment of integrated, interoperable and inter-connected capabilities that will enable persistent border surveillance, including unmanned systems such as UAS and satellites. Integrated solution for border surveillance combining shipborne Unmanned Aircraft Systems (UAS) with Vertical Take-off and Landing (VTOL) with data fusion and integration from additional sources has the objective to provide an enhanced level of detail and accuracy in understanding border activity, thereby enabling more effective surveillance and response. Based on operational capability requirements and previous research efforts, through this Pilot Project the Agency intends to continue evaluating unmanned systems technologies and their capabilities in delivering integrated aerial maritime surveillance, while assessing operational performance, cost-efficiency, and reliability.
