81316366 - Mapping of traceability approaches for critical raw minerals-The purpose of this assignment is a study providing an overview of existing (digital) traceability systems for critical minerals intended to monitor standards relating to environmental, social, and governance (ESG) topics. The study will also encompass an assessment of the feasibility of enhancing (digital) traceability systems based on internationally discussed approaches and recommendations for technical assistance. This analysis will also consider the benefits/disadvantages for different stakeholders in the process (local population, government, private sector incl. miners and cooperatives, etc.) selected (partner) countries with extractive minerals. The general objectives are to better understand the status quo of digital tracing systems for critical raw minerals and to have a reference document for future planning purposes. Advanced Methods for Y-0 Nowcasting for Energy Balances, Energy Indicators and Individual Energy Flows and Products - The main objectives of this project are: - to develop a refined methodology compared to the previous study based on ARIMA and ESTAT work with ARIMAX, by using suitable econometrics models and machine learning models, tuned for the different fuels, flows and countries, for estimating with high accuracy the ongoing year energy flows and fuels, primary and final energy consumption and annual balance; - to prove for 4 reference years that these estimates have high accuracy for individual fuels and flows in each of the covered countries; - to develop a set of tools Eurostat can use in the future to make these estimates.

Fused PNT Analyses based on European Infrastructure - The European Commission is launching a study on the potential use of communication-oriented LEO constellations for the deployment of a complementary PNT service. This approach is normally referred to as Fused PNT. This tender will focus on developing a user terminal prototype and a simulated environment enabling to assess the performance of Fused PNT under a realistic set of propagation conditions and inter-satellite interference. In this procurement, the main goals of the European Commission are: - To develop a software receiver, supporting acquisition and tracking of 3GPP reference signals for Non-terrestrial networks (NTN) - To model multipath channel and intersatellite interference, in order to test the software receiver under the realistic satellite based propagation channel and interferences; - To consolidate and complement the part of the E2E emulator, by adding multipath and intersatellite interference models; - To demonstrate the performance of fused PNT ranging in a representative simulated environment - To validate the acquisition and tracking performance in realistic environment.

Local Consultant Ethiopia-DEval has been mandated to evaluate the BMZ's (Federal Ministry for Economic Cooperation and Development ) measures to promote anti-corruption. The focus of the evaluation is on the question to which degree the BMZ"s approach to fight corruption is appropriate and suitable to contribute to the prevention and reduction of corruption as a development obstacle. As part of the evaluation, DEval will conduct a case study in Ethiopia probably between end of November 2025 and start of December 2025. Field work for the case study will take approximately two weeks. The field phase is an important step in the evaluation process: The field phase is used to involve stakeholders in the partner country (partner government, civil society actors, local population and other donors), and to gather data on the ground. DEval is therefor looking for a Local Consultant to prepare, implement, and follow up on the case study. Tasks will include organizing and recording interviews in Ethiopia and carrying out document/ literature reviews, as well as managing the logistics as part of the case study.
