Knowledge production and knowledge sharing in the field of Human Capital Development (HCD) - The European Training Foundation (ETF) is the European Union Agency that supports countries outside the EU in improving their human capital development, in the context of European Union (EU) external relations policies. Currently the ETF cooperates at country and regional level with the countries of the EU Neighbourhood and Enlargement regions, and in Central Asia, as well as contributing to the EU external policies and programmes in other regions and with the African Union in response to specific requests from the European Commission. The objective of this tender is to support the ETF work with the production of reliable knowledge, evidence and analysis in specific topics in the field of Human Capital Development as well as to strengthen the ETF’s role in sharing it both within and outside the EU. . The main types of services requested are: A. Knowledge production in the form of design and implementation of studies, research studies and projects B. Knowledge sharing in the form of design and implementation of peer learning, capacity building, training and networking activities C. Ad hoc services - WERT: 12 000 000,00 EUR

European Cluster Collaboration Platform- The European Cluster Collaboration Platform (ECCP) aims to better connect clusters and ecosystems across the EU to facilitate the strengthening and creation of EU value chains, use clusters as investment hotspots and implement the green and digital transition of the industrial ecosystems. As such, the ECCP provides a number of services to the cluster community to collaborate (partner search, matchmaking events, project labs, events for clusters and regional authorities, cluster exchanges, etc.) and build capacity (regular webinars on industrial policy developments, trainings, information sessions, green transition support). The ECCP also collects data to provide data-driven information and feedback for industrial and cluster policy.

SharePoint Online as a knowledge management and learning system in a consortium-Responsibilities and tasks: - We are seeking a highly skilled and experienced individual consultant or a team of consultants to further develop, customise, and maintain a SharePoint Online-based KMLS for a consortium of different organisations. - The system should be implemented in English and be based on Microsoft SharePoint Online, Microsoft Teams, and other Microsoft 365 applications as needed. - CARE Germany's IT department will provide supervisory oversight to ensure alignment with CARE Germany's overall IT infrastructure. However, they will not be involved in the technical implementation. The consultant(s) will therefore be fully responsible for the technical aspects of developing, customising, and maintaining the SharePoint Online-based KMLS. - The assignment can be carried out remotely. Key responsibilities: - Further develop and expand the existing SharePoint Online structure to meet the evolving knowledge management and collaboration needs of the consortium. Implement new features such as for example audience-specific communication pages and ensure integration with the M&E system. - Ensure the system is intuitive, user-friendly, and accessible to all consortium members. - Provide comprehensive technical implementation, design, and documentation. - Deliver targeted training sessions for designated key users; no one-on-one user support is required. - Ensure the system's security and GDPR compliance. - Provide ongoing maintenance and support through 2029 (second part of the assignment). Tasks: - Participate in a preparatory meeting for conceptualisation, process planning and coordination. - Review the current SharePoint Online setup in light of the consortium's aims and objectives for the KMLS. - Identify gaps and opportunities, and propose targeted improvements and development approaches aligned with those objectives. - Develop an implementation plan detailing features, timelines, roles, and responsibilities. - Implement technical development and integration tasks independently. - Create technical documentation and specifications. - Support the creation of user guidance tools and training materials. - Provide ongoing support and annual maintenance (second part of the assignment). 3. Products / Services - Conceptual methodology for the assignment (including revisions after the preparatory meeting). -Presentation of further development options for SharePoint Online and its integration with other tools (including summary based on needs analysis). - Implementation plan outlining steps for development, integration, and consortium engagement.
Support to Selected Outputs for the Project PEACECORE II - The Programme provides technical advisory services, process consulting and tailored capacity building interventions in these fields. Beneficiary institutions include the Plateau Peacebuilding Agency (PPBA), the Taraba and Kaduna Peace Commissions as well as farmer and herder communities - including vulnerable groups (women, youth, IDPs), and civil society organizations in Plateau, Kaduna and Taraba States. The Programme seeks to achieve sustainable results as follows: Peace Mediation: conflict cases between arable farmers and livestock breeders are sustainably addressed through mediation agreements with the participation of relevant state and civil society actors. Economic Empowerment: cooperatives or community-based initiatives with a focus on marginalized groups, including women's cooperatives are strengthened Infrastructure development: The long-term and sustainable maintenance of rehabilitated infrastructure measures to secure livelihoods is ensured Sustainability: the sustainable use of natural, local resources to secure livelihoods is promoted; and Gender Transformation: gender-transformative approaches are promoted and implemented The successful contractor will support the PEACECORE II project in achieving selected outputs. The main areas of work are explained in three work packages. These include technical assessments, studies and surveys falling into the scope of the Programme (Work package 1); the conceptualization/identification and roll out 5 pilot approaches to the sustainable use of natural, local resources to secure livelihoods in Plateau State (Work Package 2); and Programme-relevant workshops, trainings, and coaching targeting the beneficiaries of the PEACECORE Programme (Work Package 3).

MULTI MISSION UNMANNED AIRCRAFT SYSTEM (25.CAP.OP.033)he key objective of the project is to support the development of a fixed-wing Multi Mission Unmanned Aircraft System (M2UAS), capable of performing different types of mission depending on its configuration and/or payloads. This M2UAS concept shall include the feasibility of the different operational capabilities envisaged for the UAS platform (C4ISTAR, ALE , EW, AAR) with a phased approach. The project shall be conceived under a Concept Development and Experimentation (CD&E) approach to prove the concept with different scenarios, and may include system and sub-systems demonstrators. The General Objective is further detailed with the following specific objectives (SO): SO1. Describing the possible conceptual approach and minimum mission requirements for the development of M2UAS, with an initial focus on persistent category (long-endurance missions, platforms, systems and weapons), including fully autonomous systems. SO2. Identifying and analysing technology challenges related to the development of a M2UAS for military purposes, deriving from existing and envisaged platforms and related capabilities. SO3. Detecting the limiting factors for a common UAS platform with different payloads and the levels of effectiveness on different types of missions, focussing on C4ISTAR tasks at operational level. SO4. Recommending principles of systems engineering/design with a focus on assuring the cost effectiveness of the M2UAS with the envisaged capabilities, including the “family concept” of M2UAS depending on the categories (tactical – persistent – penetrating). SO5. Describing the current capability landscape. SO6. Identifying potential collaborative opportunities at EU level, in order to develop M2UAS (e.g. collecting the body of work and needs of MS through workshops). SO7. Involving the Military UAS Operational end-users in the development of M2UAS, from the requirements to the operational experimentation. SO8. Supporting the development of European UAS technology, from the system to the subsystem levels, contributing to European technological superiority in the UAS domain. Presently, it is foreseen to have four specific contracts related to four steps. SC2, SC3 and SC4 themes are merely indicative and might be changed: - SC2 – Building on the results of EDA project FS2CATI-1, this will aim at supporting the development of a concept of operation and operational requirements for a medium size Cargo Drone capability, based on VTOL technologies. - SC3 - Based on the M2UAS concept, this will aim at enabling the capability to deliver Air launched weapons as well as developing EW capability on the same platform. - SC4 - This will concentrate on capability development in the field of automated AAR, based on the M2UAS concept.-WERT: 1 100 000,00 EUR
