Capacity Development on Sustainable Finance for Domestic Banks - The tender seeks a qualified contractor to support 4 to 5 Palestinian financial institutions (PFIs) in institutionalizing sustainable banking practices. The services include developing E&S (environmental and social) strategies, implementing E&S risk management frameworks, designing and piloting green financial products for MSMEs, and establishing non- financial disclosure systems. The assignment also includes internal capacity building for banks and a sector-wide dissemination of best practices. The contractor is expected to implement tailored technical assistance packages, produce strategic guidance on sustainable banking, and organize high-level dissemination events. The assignment will be implemented over 17 months (Dec 2025 - May 2027) and includes three main work packages: project inception, institutionalization of sustainable banking practices, and dissemination of results. The goal is to adapt have 4 to 5 adapted / new green financial services piloted that improve access to finance for MSMEs and support green economic growth in Palestine.

Event Facility 2026 FPI1/2/3 NDICI - The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally, FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2026. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. The objective of this contract is to provide, through individual assignments, appropriate organisation and logistical support, for seminars, trainings, workshops, consultations and similar events needed to support the work of Service for Foreign Policy Instruments in implementing the EU political priorities and commitments globally. Project Implementation Support Unit (PISU) for the JETP South Africa Transnet Decarbonisation Framework Loan - The overall objective of the Project Implementation Support Unit (PISU) is to assist Transnet to achieve the Operation’s objectives and to deliver under the Operation in an efficient, effective, coordinated and sustainable way. The specific objectives of the PISU are to support Transnet during project preparation and implementation of essential infrastructure investments (Schemes) financed by the EIB, while promoting investments in enabling public sector infrastructure, sustainable growth and action on energy, transport and logistics as well as climate change. By doing so, it is expected that the Schemes to be financed will achieve the highest possible compliance levels in terms of environmental and climate readiness, public procurement and technical soundness for the benefit of the country, its people and its environment. This Technical Assistance (TA) also aims to build internal capacity and the transfer of usable skills and expertise at Transnet as and if needed, ensure that the Schemes chosen and implemented promote road to rail modal shift, efficient ports, rail-friendly freight, green hydrogen initiatives that drive the transition to a sustainable, job creating green and connected economy for South Africa. Work package 1 is concerned with curriculum development and implementation of learning programs for 2 new areas (NEV"s and H2) and to implement learning programs for 600 participants, of whom 225 women. Work package 2 of the programme is concerned with the development and implementation of the women in energy initiative that aims to identify employment potential in the energy sector in South Africa. Work package 3 of the programme is concerned with the support to DHET to integrate labour market intelligence into DHET"s new JET Skills Desk. This entails to further develop the JET skills research repository and NCAP. Work package 4 of the programme is concerned with the implementation of an idea competition for local subsidies with the objective to promote inclusive (for women and persons with disabilities) innovative employment promotion approaches in the context of just transition. Tender Preparation and Support to the Tendering Process for a Pumped Hydroelectric Energy Storage (PHES) in Jordan - 1. Implementation of Jordan"s National Water Strategy: supporting the institutionalisation and digitalisation of the National Water Master Plan (NWMP), as well as improving the exchange of information between the public and water sector institutions. This component also strengthens human resources management by optimising HR processes and promoting gender-inclusive leadership development. Additionally, it focuses on improving the security of IT and data systems of water sector institutions, advancing the digitalisation of the sector, and expanding the national Geographic Information System (GIS). 2. Strengthening Regulation: Supporting the foundation for the establishment of an autonomous regulatory body for the water sector and enhancing its monitoring role for water utilities. 3. Strengthening Bulk Water Management: establishing a new operational structure and a digital tool for bulk water planning, allocation and management for a better response to climate change. 4. Enhancing the WFEE Nexus governance: strengthening and advancing the Water-Energy-Food-Environment Nexus governance to enhance planning and policy coherence. This component focuses on promoting integrated and effective resource management, enhancing cross-sectoral collaboration and implementing innovative solutions to sustain Jordan"s resources and address environmental challenges. 5. Strengthening Sector"s capacities to mobilise Climate Finance: supporting the water sector in mobilising financial resources from international multilateral climate funds, developing facilitation mechanisms and building the capacity of local institutions to access, manage and utilise climate finance effectively. This component also aims to strengthen the capacities of the private sector in project preparation, finance leveraging and implementation to foster climate-responsive investments.
Database, monitoring and research on Renewable Energy Auctions-In the current context, auctions and tenders for public support to renewable energies are evolving rapidly. At EU level, changes in legislation have been agreed (Electricity Market regulation) and the Commission has issued recommendations and guidance on auction design to Member States. In addition, the Net Zero Industry Act has introduced provisions regarding the use of non-price criteria in such auctions. In the current practice, zero support auctions have become more common, non-price criteria are being increasingly used and technology-specific and hybrid auctions have become part of the toolbox, while the emergence of PPA markets also provides an alternative or complementary route to the financing of renewable energy deployment. In this changing landscape, decision makers in the EU and in the Member States need a clear reference point to source and exchange up-to date knowledge about the evolution of renewable energy auctions. The overall objective is to improve the effectiveness and cost-efficiency of these tendering procedures, taking into account the EU’s decarbonisation objectives. The project will: - Collect, organise, continuously update and make publicly available relevant data on renewable energy auctions in the form of a comprehensive free online auction database; - Provide empirical and theoretical analysis and concrete recommendations regarding the key aspects of the evolution of practice in renewable energy auctions, in particular all specific design features and their overall interaction and coherence; - Interact with policy makers in the EU and Member States and other relevant stakeholders, including other academics and researchers to source additional information and disseminate the results of the project’s work, including the database and the analysis. This interaction can take the form of workshops, webinars and conferences bringing together top researchers and academics and the relevant stakeholders to further enhance the outcome of the project and to disseminate its outcome. To fulfil the project’s objectives, the contractors can build on the results of the Horizon Europe AURES II project, including its database and analysis and other relevant sources.-WERT: 1 600 000,00 EUR

Capacity Development for Strengthened Drought Resilience in Afar/ Mainstreaming the DVRPU approach in Ethiopia - The main objective of the assignment is to support the implementation, scaling, and institutionalization of the DVRPU approach in the Afar region, with its focus on sustainable dry valley rehabilitation, community and cooperative development, and productive land use. In the first place, the contractor will ensure the participatory establishment and strengthening of four new DVRPU sites (sites recently selected in Kunneba, Wesema, Aba´ala and Telalak woredas). Secondly, in four already existing sites in the Afar woredas Chifra, Yallo, Ewa and Gullina, he shall support the local NGO AISDA through conceptual exchange and some capacity development measures. Aim here is increasing the productive use of rehabilitated land, which has accrued through construction of water spreading weirs (WSWs) years ago. Thirdly, by supporting the GIZ CDSDR teams of the implementation areas in Oromia and SERS in strengthening preconditions for long-term sustainability by contributing to capacity development, policy support, and strategic knowledge management. This objective will be achieved through the three interlinked work packages described below. When? Approximate contract duration: Contract start - December 2026 Where? Afar Region (main focus), Oromia Region, South Ethiopia Regional State (SERS), and Federal level The contractor"s role varies significantly across regions. In Afar, the scope of work is deeper, here the contractor is the main implementer in four newly selected woredas and shall share expertise with the NGO AISDA working in four other woredas, where DVRPU sites have been set up years ago but the productive use of the rehabilitated land is beyond potential. In Oromia and SERS, the contractor has more of an advisory role, with limited direct intervention in those regions, eventually contributing through trainings. Here, the contractor is involved in complementing the activities of the regional CDSDR III GIZ teams as described below. Thereby the contractor contributes to the module objective, outputs and respective indicators. For further details on the objectives and indicators please refer to the annex containing the results matrix incl. foreseen contributions. In Somali Region, CDSDR III has its largest GIZ team, and does not need additional support from the contractor. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones. - Work Package 1: Establishment of up to four new DV sites in Afar following the DVRPU approach - Work Package 2: Sustainable management, productive use and capacity building for 4 already established DV sites in Afar - Work Package 3: Institutionalization, policy support, knowledge management, training materials, and dissemination
