Capacity Development on Sustainable Finance for Domestic Banks - The tender seeks a qualified contractor to support 4 to 5 Palestinian financial institutions (PFIs) in institutionalizing sustainable banking practices. The services include developing E&S (environmental and social) strategies, implementing E&S risk management frameworks, designing and piloting green financial products for MSMEs, and establishing non- financial disclosure systems. The assignment also includes internal capacity building for banks and a sector-wide dissemination of best practices. The contractor is expected to implement tailored technical assistance packages, produce strategic guidance on sustainable banking, and organize high-level dissemination events. The assignment will be implemented over 17 months (Dec 2025 - May 2027) and includes three main work packages: project inception, institutionalization of sustainable banking practices, and dissemination of results. The goal is to adapt have 4 to 5 adapted / new green financial services piloted that improve access to finance for MSMEs and support green economic growth in Palestine.

Project Implementation Support Unit (PISU) for the JETP South Africa Transnet Decarbonisation Framework Loan - The overall objective of the Project Implementation Support Unit (PISU) is to assist Transnet to achieve the Operation’s objectives and to deliver under the Operation in an efficient, effective, coordinated and sustainable way. The specific objectives of the PISU are to support Transnet during project preparation and implementation of essential infrastructure investments (Schemes) financed by the EIB, while promoting investments in enabling public sector infrastructure, sustainable growth and action on energy, transport and logistics as well as climate change. By doing so, it is expected that the Schemes to be financed will achieve the highest possible compliance levels in terms of environmental and climate readiness, public procurement and technical soundness for the benefit of the country, its people and its environment. This Technical Assistance (TA) also aims to build internal capacity and the transfer of usable skills and expertise at Transnet as and if needed, ensure that the Schemes chosen and implemented promote road to rail modal shift, efficient ports, rail-friendly freight, green hydrogen initiatives that drive the transition to a sustainable, job creating green and connected economy for South Africa. Pre–commercial procurement (PCP) to buy R&D (research and development) services to solve circular economy challenges defined by the participating cities.-This contract notice invites interested operators to submit tenders to this PCP procurement. The procurement is open on equal terms to all types of operators that fulfil the requirements set out in section 3 of the tender document 1 (Request for Tenders) which defines the eligibility of tenderers, exclusion and selection criteria. The procurement aims to trigger new solutions to be developed and tested to address two challenges that correspond to an overarching need to increase the number of concrete practices in the Baltic Sea region that would drive the transition to circular economy. As the common challenge exists of a number of sub-challenges, the procurement is divided into 2 lots as described below in sections for Lots 1 and 2, each corresponding to one sub-challenge. Each of these lots will be split into 2 phases. The CCC project highlights the immense potential of the cultural and creative sectors and industries in the transition to a more circular society and believes that innovations to speed up the circular transition would benefit from the inclusion of these stakeholders in developing the solutions. The Buyers’ Group reserves the right to select a lower number of suppliers (contractors) in case no suitable tenders are submitted. Legal, Financial and Economic Advisory Services in Latin America and the Caribbean in line with the EU Global Gateway Strategy. Euroclima, as part of the Global Gateway strategy, fosters partnerships between the European Union (EU) and Latin America and the Caribbean (LAC) to advance a green and just transition. Through bilateral dialogues and regional collaboration, the programme works with 33 partner countries and key regional organisations to identify priorities and translate them into concrete actions, thereby strengthening long-term environmental and climate resilience. By creating the right conditions and supporting key initiatives in priority sectors, Euroclima helps to lay the foundations for a sustainable transition. The programme also facilitates the mobilisation of climate and green finance, thus addressing pressing environmental challenges. It is co-financed by the European Union and the Federal Government of Germany through the Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented under the Team Europe spirit, through the joint efforts of eight agencies: the Spanish Agency for International Development Cooperation (AECID), the AFD Group: Agence Française de Développement (AFD)/Expertise France (EF), the Economic Commission for Latin America and the Caribbean (ECLAC), the International and Ibero-American Foundation for Administration and Public Policies (FIAP), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the UN Environment Programme (UNEP), and the United Nations Development Programme (UNDP). Capacity Development for Strengthened Drought Resilience in Afar/ Mainstreaming the DVRPU approach in Ethiopia - The main objective of the assignment is to support the implementation, scaling, and institutionalization of the DVRPU approach in the Afar region, with its focus on sustainable dry valley rehabilitation, community and cooperative development, and productive land use. In the first place, the contractor will ensure the participatory establishment and strengthening of four new DVRPU sites (sites recently selected in Kunneba, Wesema, Aba´ala and Telalak woredas). Secondly, in four already existing sites in the Afar woredas Chifra, Yallo, Ewa and Gullina, he shall support the local NGO AISDA through conceptual exchange and some capacity development measures. Aim here is increasing the productive use of rehabilitated land, which has accrued through construction of water spreading weirs (WSWs) years ago. Thirdly, by supporting the GIZ CDSDR teams of the implementation areas in Oromia and SERS in strengthening preconditions for long-term sustainability by contributing to capacity development, policy support, and strategic knowledge management. This objective will be achieved through the three interlinked work packages described below. When? Approximate contract duration: Contract start - December 2026 Where? Afar Region (main focus), Oromia Region, South Ethiopia Regional State (SERS), and Federal level The contractor"s role varies significantly across regions. In Afar, the scope of work is deeper, here the contractor is the main implementer in four newly selected woredas and shall share expertise with the NGO AISDA working in four other woredas, where DVRPU sites have been set up years ago but the productive use of the rehabilitated land is beyond potential. In Oromia and SERS, the contractor has more of an advisory role, with limited direct intervention in those regions, eventually contributing through trainings. Here, the contractor is involved in complementing the activities of the regional CDSDR III GIZ teams as described below. Thereby the contractor contributes to the module objective, outputs and respective indicators. For further details on the objectives and indicators please refer to the annex containing the results matrix incl. foreseen contributions. In Somali Region, CDSDR III has its largest GIZ team, and does not need additional support from the contractor. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones. - Work Package 1: Establishment of up to four new DV sites in Afar following the DVRPU approach - Work Package 2: Sustainable management, productive use and capacity building for 4 already established DV sites in Afar - Work Package 3: Institutionalization, policy support, knowledge management, training materials, and dissemination
EoI - Consultancy for MEAL system strengthening, Outcome Harvesting and Evaluation-Welthungerhilfe invites Expressions of Interest from qualified consultants/teams to strengthen the MEAL system of the “Right to Food in Africa – From Policy to Plate” program (Kenya, Malawi, Ethiopia, Zimbabwe), including capacity building in Outcome Harvesting, harmonization of country/program MEAL tools (ToC, impact matrix, monitoring plan), facilitation of annual sense-making workshops, and an accompanying evaluation in 2027 based on Outcome Harvesting. Key deliverables include: a 3–5 page workplan; a MEAL scoping presentation with a proposal for a harmonized system; tailored OH trainings; documentation of lessons and recommendations during annual check-ins (Jan/Feb 2026 & 2027); and an inception & final evaluation report. Estimated level of effort ~70 consultant days across 2025–2027; some in-person collaboration with country teams is envisaged. Just Transformation for Coal Mines in India - Work package 1: Preparatory work for the development of integrated coal mine closure plans (ICMCP) The consultant conducts secondary research on international standards and best practices in coal mine closure, as well as success stories for developing coal mine closure plans. The consultant is required to undertake preparatory work to be able to develop an integrated coal mine closure plan which contain the following subjects: - technical closure of both open-cast and underground mines that includes the environmental management of the coal mining area, - closing activities that involve e.g. monitoring and management of air, soil and water pollution, its decontamination, - geo-physical safeguarding of coal mine sites, - reclamation and rehabilitation of degraded land of coal mines, - Repurposing of coal mining areas and - socio- economic development of/for communities adjacent to coal mines. The work will involve on- ground visits to designated coal mines and adjacent areas in India. The ICMCP shall investigate each mining area and adjacent community up to 25 km from the mining site. As each plan covers the three aspects of technical closure, reclamation and repurposing, it shall be done in a manner which helps the socio-economic development and economic diversification of the adjacent area. The preparatory analyses will consider various economic diversification activities to maintain and enhance the income of the community members in adjacent areas and to create new cash flows. Work package 2: Preparation of integrated coal mine closure plans in consultation with mining companies and affected communities After conducting preparatory work for the development of the ICMCP, up to three individual plans for integrated coal mine closure (both open-cast and underground mines will be involved and at least one of the mines will be located in the state of Jharkhand), including remediation framework planning (contaminated site management, area water balance, reduction of green- house gas emissions, geophysical safeguarding of sites, etc.) with the purpose of developing sustainable and safe post-mining landscapes (recultivation, reuse, livelihood, etc.) and repurposing options will be developed with community participation. Work package 3: Capacity building The objective of this WP is to increase the knowledge among the key technical and professional stakeholders in the sector (both federal, state, and district levels) on the closure, re-purposing and social economic development of adjacent community while developing the closure plans. Work package 4: Preparation of the National Coal Mine Closure Framework (NCMCF) in compliance with international standards The framework provides a kind of decision support system to the mine operators to implement specific activities for different groups and at different stages of the final mine closure.
