Circular Economy and Water Facility - The contractor will provide technical assistance to the design and implementation of interventions (Actions, Team Europe Initiatives, Global Gateway flagships and investments, including the use of financial instruments), and to the provision of policy analyses, relevant knowledge, data and tools, and to the mobilisation of private sector and financial institutions, in the field of circular economy and water. Services are provided on a demand-driven basis to partner countries, EU Delegations and INTPA services to contribute to the circular economy transition, to the access to water, sanitation and hygiene for all, and to the integrated approach of natural resources and water management. The support builds on the needs of partner countries, EU delegations and EU private sector, while leveraging EUs competitive offer. Study on regulatory frameworks most conducive to postal financial and digital diversification-This call for tenders concerns the provision of consultancy services to the UPU for the conduct of a study tentatively entitled “Study on regulatory frameworks most conducive to postal financial and digital diversifica-tion” (hereinafter referred to as the “study”). Event Facility 2026 FPI1/2/3 NDICI - The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally, FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2026. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. 81317521-Scaling digital agriculture innovations through start-ups (SAIS)-The Scaling Digital Agriculture Innovations through Start-ups (SAIS) programme is a global accelerator and company development initiative implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), SAIS also receives co-funding from the Bill & Melinda Gates Foundation and the European Union. Launched in 2019, SAIS aims to scale tech and tech-enabled private sector solutions in agriculture, livestock, food, climate, and the circular economy. Through its investment readiness programmes, SAIS provides tailored support to start-ups and companies to enhance their investment readiness, enabling them to attract funding, scale operations, and increase their impact. SAIS currently operates the following programmes: - SAIS Africa: A 12-month investment readiness programme for up to 25 tech and tech-enabled African start-ups, with tracks for francophone countries (PPI), anglophone countries (r-IRP), and livestock-focused start-ups. - SAIS CIRCULAR (Sri Lanka): Supports start-ups and SMEs developing circular economy solutions to reduce food loss and plastic waste in Sri Lanka, including incubation, acceleration, and access to finance. Through SAIS, GIZ aims to scale proven digital innovations that improve income, nutrition, or climate resilience in the agri-food sector. SAIS is currently commissioned until June 2029.

European Cluster Collaboration Platform- The European Cluster Collaboration Platform (ECCP) aims to better connect clusters and ecosystems across the EU to facilitate the strengthening and creation of EU value chains, use clusters as investment hotspots and implement the green and digital transition of the industrial ecosystems. As such, the ECCP provides a number of services to the cluster community to collaborate (partner search, matchmaking events, project labs, events for clusters and regional authorities, cluster exchanges, etc.) and build capacity (regular webinars on industrial policy developments, trainings, information sessions, green transition support). The ECCP also collects data to provide data-driven information and feedback for industrial and cluster policy.
