Conducting an evidence synthesis on development measures in the Republic of Malawi-The main objective of the contract is to synthesise evidence of evaluations, evaluative studies, and research studies (hereinafter referred to as "evaluations and studies") on development measures in various sectors in Malawi between 2016 and 2025. The evidence synthesis should focus on evidence related to the OECD DAC criteria effectiveness, impact, and sustainability. Evidence syntheses on country level can be an effective tool to map evidence from all sectors within a specific country (see Zürcher, 2020) . The evidence synthesis of existing evaluations and studies of development measures in Malawi aims to provide a robust evidence base, which contributes to the assessment of the effectiveness, impact, and sustainability of the BMZ-financed official development cooperation in Malawi. It will also highlight persistent evidence gaps across sectors and OECD DAC criteria. The evidence synthesis thereby contributes to the theory- based approach of the CPE.

Knowledge production and knowledge sharing in the field of Human Capital Development (HCD) - The European Training Foundation (ETF) is the European Union Agency that supports countries outside the EU in improving their human capital development, in the context of European Union (EU) external relations policies. Currently the ETF cooperates at country and regional level with the countries of the EU Neighbourhood and Enlargement regions, and in Central Asia, as well as contributing to the EU external policies and programmes in other regions and with the African Union in response to specific requests from the European Commission. EU future regulatory framework for Higher Airspace Operations (HAO): Scientific studies supporting safety, sustainability and cyber-security impact assessments-The objective of this study is to analyse the safety, sustainability and cyber- security risks triggered by Higher Airspace Operations with a view to notably define appropriate safety, environmental and cyber-security targets and design a proportionate regulatory framework. The results should include an identification of the types of risks, if possible a quantification of the level of risks and possible mitigation measures.-WERT: 743 000,00 EUR

artificial intelligence act: technical assistance for ai safety - These lots all share a similar tasks and services: - The organisation of multiple risk modelling workshops together with the AI Office, producing a risk model, risk scenarios, as well as corresponding thresholds, informing further work on evaluations. - The development of newly evaluation tools that are private to the Commission. - The onboarding of existing evaluations that are publicly available into the developed risk framework. - The creation of a reference procedure and reporting template for doing risk assessment with respect to the developed evaluations. - Ad hoc and on demand services for complex evaluations, including for example red-teaming and uplift studies. - A risk monitoring service in the form of regular briefings on new developments (e.g. models, risk sources, elicitation techniques, mitigation, incidents) to complement existing AI Office monitoring actions. The scope of these tasks varies by lot. Furthermore, there is one lot that is cross-cutting across various risk. - Lot 6: agentic evaluation interface, procuring software, Cloud infrastructure support, and methodology to evaluate GPAI on diverse types of benchmarks, focusing on agentic interaction and complex agentic benchmarks.

Circular Economy and Water Facility - The contractor will provide technical assistance to the design and implementation of interventions (Actions, Team Europe Initiatives, Global Gateway flagships and investments, including the use of financial instruments), and to the provision of policy analyses, relevant knowledge, data and tools, and to the mobilisation of private sector and financial institutions, in the field of circular economy and water. Services are provided on a demand-driven basis to partner countries, EU Delegations and INTPA services to contribute to the circular economy transition, to the access to water, sanitation and hygiene for all, and to the integrated approach of natural resources and water management.
