Conflict Zones Platform-EASA shall issue recommendations and disseminate relevant information to National Aviation Authorities (NAAs) and natural and legal persons subject to the EASA Basic Regulation in case of risks to civil aviation arising from conflict zones. In this context, information sharing is a key enabler allowing to react in a timely manner to an urgent concern affecting the safety of aircraft operation, including the risks to civil aviation arising from conflict zones. Therefore, there is a need to provide the Agency with a tool allowing to disseminate credible information to air operators and Member States related to conflict zones developments so that they could be in a position to conduct their risk assessments in an informed manner and decide on their operations. The tool should also enable interactions between EASA, operators and Member States. This call for tenders concerns the provision of program management services to the UPU to support the launch and deployment of the Postal Insurance Technical Assistance Facility (PITAF) (hereinafter referred to as the “PITAF”, “Program” or “PITAF Progam”). Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. Decarbonization and Digitization of Power Distribution Networks-Pakistan-Pakistan`s updated Nationally Determined Contribution (NDC) as of October 2021 sets a binding greenhouse gas (GHG) reduction target of 15 per cent compared to the 2015 baseline. In the energy domain, the goal is to achieve GHG reduction primarily by increasing the share of renewable energies (RE) from the current 30 per cent (25 per cent hydropower, 5.4 per cent wind, solar and biomass) to 60 per cent by 2030. However, Pakistan" s targets for expanding renewable energies pose numerous technical challenges for transmission and distribution system operators regarding expansion planning. The main areas requiring expertise include developing forecasting methods for RE electricity yields across various locations and ensuring grid connections without compromising grid stability or causing large-scale power outages. The objective of the project is that key players in the power industry have implemented regulatory and digital solutions to facilitate the energy transition. The project aims to address the issue of Decarbonisation at the national planning level, at the organisational level and at the field level. At the national level, the project seeks to support the Government of Pakistan (GoP) in the Integrated Energy Planning (IEP) to develop long term carbon emission free scenario. At the organisational level the project has the objective to strengthen the network integration competencies of specialists and managers, transfer of know-how to digital solutions to reduce grid losses. The project specifically addresses the actors who play a key role in Renewable Energy integration, i.e., the transmission and distribution system operators through in-depth capacity building program. Through the further development of strategic capacities and the introduction of innovative digital solutions for power grid operation and management, the capacity of the power grid operators to actively shape the energy transition will be increased at the organisational level. At the field level, the project takes an implementation-oriented approach and develops scalable digital solutions for distribution grids to overcome energy losses, improve operational efficiencies and enhance control for managing increased RE share in the power network. Regulatory Guidelines: Efforts are underway to support Pakistan's energy sector institutions in adopting regulatory guidelines for implementing renewable energy strategy and enhancing the regulatory framework for integrating a high share of renewable energy in collaboration with key players in the electricity sector. Identification of necessary framework, guidelines, regulations, and subsequent support in formulating them is the major aim of the project. The project supports in formulation of policy instruments. Long Term Energy Planning: The project aims to assist the GoP for the Long- Term Energy Planning for Pakistan which shall provide the guidance and necessary steps to be taken for meeting the demand and supply of energy sector through low carbon intensive fuels. The project cooperates with experts from the Department of Integrated Energy Planning of the Pakistan Planning Commission and provides technical expertise for the calculation of possible energy scenarios. The scenarios depict different time horizons and options. A scenario with a time horizon up to 2050 will be developed to show the relevant actors the consequences of a largely decarbonised electricity market (net zero scenario). Showcasing Digitalisation: The project will demonstrate the technical and financial feasibility of automation and digitalisation measures for distribution grids. It provides technical expertise to develop a concept for a holistic digitalisation concept together with the experts of the distribution system operators, which highlights the technology used and the expected effects on the reduction of grid losses and the increase in efficiency in grid operation. Building Network Integration Capacities: The focus of the project is on strengthening the capacities of transmission and distribution system operators for the integration of variable Renewable Energies. This involves both improving the skills of the experts and equipping them with the necessary digital tools through the institutionalising of the capacity building program. The project aims to develop a methodology for RE-forecasts, as a key element of operational grid operation planning, to be able to forecast the availability of wind and solar energy and to align grid operation accordingly. In addition to the introduction of digital forecasting tools, the methodology also includes recommendations for adapting or optimising dispatching (deployment planning of power plants) for the integration of wind and sun.

We support project developers and companies towards investment readiness and link them with financiers. In collaboration with many stakeholders in the sector, we also provide a range of other services to complement this effort. GET.invest aims to substantially increase the volume and pace of investment, to contribute to building sustainable energy markets, and to thus help meet the twin challenge of sustainable energy and climate change. Since 2022, we power the Team Europe One Stop Shop for Green Energy Investments, an access point for information about and facilitated access to European support and financing instruments for energy projects and companies in Africa. GET.invest is hosted on the multi-donor platform GET.pro, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and co-funded by the European Union, Germany, Norway, the Netherlands, Sweden, and Austria. The proposition of GET.invest to a) develop projects to a status of bankability and b) introducing them to financiers and investor frequently requires supplementary advisory in specialised fields of expertise which are out of the scope for the existing access-to-finance advisory facilities. Therefore GET.invest creates two (2) facilities as a complementary support modality to the existing suite of coaching and advisory services of GET.invest Finance Access Advisory. The two respective sublots of this tender are as follows: Project Documentation Development/ PDD: The goal is to provide eligible projects with key investment-grade project documents required to validate the technical and commercial viability of projects, and often generated from studies, assessments and evaluations. Legal Support Services / LSS: The goal is to directly support GET.invest's overarching objective of accelerating clean energy investment by contributing well-structured legal agreements, advice on the legal structure of clean energy deals, and compliance with relevant regulations are essential for mitigating risks and ensuring project/business success In terms of thematic and geographic scope, this service applies to all clean energy market segments under GET.invest mandate (here). In response to this challenge, the President of the Republic of South Africa has established the Presidential Youth Employment Intervention (PYEI), a comprehensive effort to ensure young people are successfully transitioning from learning to earning. The PYEI established a number of funding mechanisms to test and scale approaches to improve access to economic opportunities for young people. One of these funding mechanisms is the Jobs Boost programme. Jobs Boost is a R300 million (~EUR15 million) pay-for-performance model being piloted in South Africa. It is an outcomes fund that works with implementing partners to secure sustainable, quality jobs for unemployed, excluded youth. It is the largest youth employment outcomes fund in the world, and a major innovation in the South African government"s effort to confront the chronic youth unemployment problem. Further information on Jobs Boost is available on this website: https://jobsboost.org.za Jobs Boost was initiated by the Presidency, together with the Department of Higher Education and Training (DHET) and the National Skills Fund (NSF), as part of the PYEI. It received funding support through the Presidential Employment Stimulus and directly from the NSF. Funding for the design of the programme was provided by the Michael & Susan Dell Foundation. The pilot of the programme was designed and is being managed by Krutham through a non-profit company (NPC), Employment Outcomes NPC, which was established to administer the fund. The implementers were contracted in July 2024. Implementation commenced in August 2024 and will run for 12 months. Measurement of milestone achievement will continue for an additional 6 months beyond the 12 month period. For the pilot, the NSF, a part of the DHET, act as the sole funders, a pioneering role for a public entity. By acting as the funder, the NSF is taking the lead in government grant-making for skills development and is intended to identify new, innovative approaches to funding solutions for youth unemployment.
