C3S2_601_bis Advancing an Ensemble-Based, Multi-Scale Ocean Data Assimilation System for Climate Applications Beschreibung: The primary objective of this ITT is to advance the ocean data assimilation system at ECMWF to enhance the use of observational data and support the development of next-generation climate reanalyses. Specifically, it aims to establish a more reliable and statistically self-consistent multi-scale ocean Ensemble of Data Assimilation system. Key focus areas include improving ensemble generation techniques, developing anisotropic and multi- scale background error covariance models, enhancing and operationalisation of 4D-Var capabilities, and advancing modelling of correlated observation errors. The tender will also support the development of a capability to assimilate Level 2 Sea Surface Temperature observations. ECMWF intends to award a single Framework Agreement for a period of maximum 30 months, which shall be implemented via a single multi-annual Service Contract expected to commence in January 2026 and with an end date not later than 30 June 2028-WERT: 1 350 000,00 EUR

81315741-Jobs Boost Process and Value-for-Money Evaluation-In South Africa young people in particular struggle to enter the labour market. In response to this challenge, the President of the Republic of South Africa has established the Presidential Youth Employment Intervention (PYEI), a comprehensive effort to ensure young people are successfully transitioning from learning to earning. The PYEI established a number of funding mechanisms to test and scale approaches to improve access to economic opportunities for young people. One of these funding mechanisms is the Jobs Boost programme. Jobs Boost is a R300 million (~EUR15 million) pay-for-performance model being piloted in South Africa. It is an outcomes fund that works with implementing partners to secure sustainable, quality jobs for unemployed, excluded youth. It is the largest youth employment outcomes fund in the world, and a major innovation in the South African government"s effort to confront the chronic youth unemployment problem. Further information on Jobs Boost is available on this website: https://jobsboost.org.za Jobs Boost was initiated by the Presidency, together with the Department of Higher Education and Training (DHET) and the National Skills Fund (NSF), as part of the PYEI. It received funding support through the Presidential Employment Stimulus and directly from the NSF. Funding for the design of the programme was provided by the Michael & Susan Dell Foundation. The pilot of the programme was designed and is being managed by Krutham through a non-profit company (NPC), Employment Outcomes NPC, which was established to administer the fund. The implementers were contracted in July 2024. Implementation commenced in August 2024 and will run for 12 months. Measurement of milestone achievement will continue for an additional 6 months beyond the 12 month period. For the pilot, the NSF, a part of the DHET, act as the sole funders, a pioneering role for a public entity. By acting as the funder, the NSF is taking the lead in government grant-making for skills development and is intended to identify new, innovative approaches to funding solutions for youth unemployment.

Up-Scaling Portfolio Management - DEG under its "Up-scaling Programme" finances early-stage SMEs to scale innovative business models with high development impact. The funding is repayable once the companies reach predefined success criteria, such as a certain revenue, gross profit or amount of new funding raised. The programme is part of the "Partners in Transformation" initiative by the Federal Ministry for Economic Cooperation and Development (BMZ). Since 2013, it has invested approximately EUR 55 million in 88 innovative young businesses. Since 2024 the active investment phase of the Up-scaling Programme has come to an end. This means, no new companies are financed but the existing portfolio still has to be actively monitored. In 2025, DEG has entrusted DEG Impulse with the management of the remaining Up-Scaling Programme on behalf of DEG. At the beginning of 2026, the portfolio will consist of approx. 50 companies, with two-thirds based in Sub-Saharan Africa and the remainder in South and Southeast Asia, Mexico and Peru. The agreements with these portfolio companies and their obligation to repay usually extends over a period of five years and has been occasionally extended. The number of portfolio companies will decrease each year by on average 12 companies per year as the monitoring phase for the investments ends and final reports are being prepared. DEG Impulse intends to hire a consultant to support the management of the Up-Scaling Progamme. The consultant will conduct a proactive portfolio monitoring with the key goal to ensure maximum repayment of the approx. EUR 24,5 million in outstanding commitments at the beginning of 2026. The role also involves ensuring the programme"s positive impact on the companies and the wider start-up ecosystem, supporting the growth of portfolio companies, and exploring potential follow-on financing opportunities with DEG or the broader DFI ecosystem.

We support project developers and companies towards investment readiness and link them with financiers. In collaboration with many stakeholders in the sector, we also provide a range of other services to complement this effort. GET.invest aims to substantially increase the volume and pace of investment, to contribute to building sustainable energy markets, and to thus help meet the twin challenge of sustainable energy and climate change. Since 2022, we power the Team Europe One Stop Shop for Green Energy Investments, an access point for information about and facilitated access to European support and financing instruments for energy projects and companies in Africa. GET.invest is hosted on the multi-donor platform GET.pro, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and co-funded by the European Union, Germany, Norway, the Netherlands, Sweden, and Austria. The proposition of GET.invest to a) develop projects to a status of bankability and b) introducing them to financiers and investor frequently requires supplementary advisory in specialised fields of expertise which are out of the scope for the existing access-to-finance advisory facilities. Therefore GET.invest creates two (2) facilities as a complementary support modality to the existing suite of coaching and advisory services of GET.invest Finance Access Advisory. The two respective sublots of this tender are as follows: Project Documentation Development/ PDD: The goal is to provide eligible projects with key investment-grade project documents required to validate the technical and commercial viability of projects, and often generated from studies, assessments and evaluations. Legal Support Services / LSS: The goal is to directly support GET.invest's overarching objective of accelerating clean energy investment by contributing well-structured legal agreements, advice on the legal structure of clean energy deals, and compliance with relevant regulations are essential for mitigating risks and ensuring project/business success In terms of thematic and geographic scope, this service applies to all clean energy market segments under GET.invest mandate (here). Geographically, while GET.invest currently is active mainly in SSA in addition to some activities in the Pacific and Caribbean, the programme is at initial stages of expanding to other regions such as Central and Latin America. "Project Documentation Development" and "Legal Support Service" are often closely correlated and can be complementary to each other or offered independently. The two services can collaborate on certain documents, if need be, provided the roles remain additional and clear.
