Event Facility 2025-2026 - FPI.1/2/3 NDICI-The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2025-2026. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. The objective of this contract is to provide, through individual assignments, appropriate organisation and logistical support, for seminars, trainings, workshops, consultations and similar events needed to support the work of Service for Foreign Policy Instruments in implementing the EU political priorities and commitments globally. The contractor will be responsible for all logistical and administrative arrangements related to the organisation of the events.

Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. After the Training, they should have sufficient knowledge to further develop their skills in a continuous cycle of self-improvement through on- going mentoring, with permanent access to its established on-line resources.-WERT: 507 500,00 EUR

Cross-border missing rail links - where do we stand?-In 2018, the European Commission published a comprehensive analysis of the existing cross-border transport connections and missing links on the internal EU borders (https://ec.europa.eu/regional_policy/sources/studies/cb_rail_connections_en.pdf). The underlying assumption was that more cross-border railway passenger transport could enhance mobility and economic development in the border regions, and the study was a first step in the direction of enhancing the possibilities of higher cross-border mobility. The study provided an inventory of all cross-border rail connections along the EU and EFTA internal land borders, containing maps and data on the operational status, technical aspects, and stakeholders of each connection. It also analysed the viability, network relevance and investment need and funding opportunities of possible new railway connections. Now, seven years later, there is a need to revive and put the findings of this study to the test. More importantly, the study will enlarge the geography of the old study and involve the Western Balkan countries as well. So, the overall purpose of this contract is twofold. Firstly, to conduct a comprehensive analysis of the most promising cross-border transport connections, that were identified in a study in 2017, to establish how and to what extent these connections have developed. Secondly, to extend the scope of analysis to another geographic area, namely all countries belonging to Western Balkan (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Kosovo and Serbia). Those countries shall have - just as the study of 2017 did for the EU internal borders - their cross-border connections screened and suggestions be made for where best missing links could be considered for future investments.-WERT: 300 000,00 EUR

Framework agreement for the supply, usage and disclosure of Sustainable & Responsible Investment (SRI) data-The Eurosystem central banks - the National Central Banks (NCBs) of the euro area countries and the European Central Bank (ECB) - have defined common disclosure principles for the climate-related financial disclosures of non-monetary policy portfolios (NMPPs) that they each manage under their own responsibility. These principles are also applied on a best effort basis to the climate-related financial disclosures of the Eurosystem APP and PEPP programmes. These disclosures include greenhouse gas (GHG) absolute and relative emissions as well as the share of green and ESG bonds and they are being continuously enhanced by other SRI metrics. On this basis, all Eurosystem central banks have been publishing annual climate-related financial disclosures since 2023. The SRI data are also used for other purposes, including the analysis, the current and the potential further incorporation of climate change considerations into the monetary policy framework, policy dossiers, climate stress tests and research projects; in this context, the SRI data are also intended to be made available to National Competent Authorities (NCAs) of the banking supervision under the Single Supervisory Mechanism (SSM) that are not central banks. The Eurosystem central banks, as well as other interested non-euro area central banks of the European System of Central Banks (ESCB) and the NCAs, being members of the Eurosystem Procurement Coordination Office (EPCO) (all together the "participating central banks" or "central banks"), are aiming at procuring SRI data from up to two SRI data providers. All references to "participating central banks" or "central banks" in the documents of this procurement procedure shall - unless explicitly stated otherwise - also include NCAs that are not central banks, but members of EPCO
