This component also aims to strengthen the capacities of the private sector in project preparation, finance leveraging and implementation to foster climate-responsive investments.

C3S2_523 An LLM-based data search and discovery service for the Climate Data Store-The main objective of this contract is the development of an LLM-based service to enable users search and discover suitable dataset in the context of their application. The service includes a tool, a web interface and other activities. The proposed solution is expected to function as a user-facing service, that shall a) operate with full availability and accessibility via the CDS, b) provide a natural language interface, c) come with user support and comprehensive documentation, d) offers regular maintenance mechanisms, and e) includes capabilities for monitoring and logging of user querying for continuous service improvement. ECMWF intends to award a single Framework Agreement for a period of maximum 30 months, which shall be implemented via a single Service Contract expected to commence in Q1 2026.

HR Core & Payroll Beschreibung: TenneT, a leading transmission system operator in the Netherlands and Germany, is committed to the energy transition by integrating renewables and modernizing infrastructure. The company is undergoing an organizational split, resulting in two independent operators and requiring separation of shared IT landscapes. With more than 5,000 employees in Germany and continued growth, TenneT faces increasing demands on its HR systems. The current fragmented, outdated HR-IT setup—relying heavily on manual processes and tools like Outlook and Excel—is unsustainable. The organizational split also necessitates new legal and local compliance for Germany. To address these challenges, TenneT Germany is implementing a modern, integrated HR Core System and Payroll System, alongside an HR Service Platform. These systems will communicate in real time and connect with existing solutions, streamlining HR operations and supporting future growth. Lot 1 – HR Core System & Payroll System: This lot focuses on the implementation of a modern and integrated HR Core System alongside a new Payroll System. The goal is to provide stable, user-friendly solutions that replace fragmented, outdated HR-IT systems and ensure seamless, real-time communication between HR and payroll processes. Lot 2 – HR Service Platform: centers on introducing an HR Service Platform designed to connect effortlessly with the new HR Core and Payroll System. This platform aims to streamline HR operations, reduce manual effort, and enhance employee support by also integrating with existing systems such as SAP HCM. It is possible to offer bids on combined lots. Bids on combined lots are evaluated and ranked by applying the same evaluation method based on the most economic offer. A bid on combined lots will be awarded only in the case that the included offer for Lot 1 is more economic than each of the bids on single lot 1 and the included offer for Lot 2 is more economic than each of the bids on single lot 2. The upper limit of the framework agreement was deliberately set very high and should not be understood as an estimate, but merely as an upper limit in accordance with the case law of the ECJ (judgment of June 17, 2021, C-23/20 – Simonsen & Weel).-WERT: 32 836 000,00 EUR

QYRO PETER Satellite Mission Management-The QYRO project is a joint effort of Robert Bosch GmbH, Q.ANT, Trumpf Photonic Components, Trumpf Laser Berlin, Ferdinand-Braun-Institut, Leibniz-Institut für Höchstfrequenztechnik (FBH), and the German Aerospace Center Galileo Competence Center (DLR-GK). Its purpose is to promote Germany’s role in the space sector by demonstrating the performance of a miniaturised next generation quantum optical gyroscope and therefore pave the way for a commercial use of this new technology for a German company on the promising New Space market. Therefore, the project shall design and develop a miniaturized, high precision nuclear magnetic resonance (NMR) Gyroscope for the use in the satellites. This quantum-based gyro – QYRO – shall be launched and validated in space against state-of-the- art attitude determination systems for CubeSat missions. For that purpose, DLR’s task in this project is to establish the definition and design of the mission to host the QYRO unit. Followed by supporting the other project partners to manufacture a space qualified version of the ground based QYRO unit. Additionally, DLR-KN with the support from GK, will integrate GALANT phased array antenna for space positioning applications, which additionally will be investigated in a first approximation to make the interference detection function usable in space. The payload will be constituted by two QYRO units, the GALANT electronics module together with its antenna module, a reference gyroscope and finally a payload computer. The mission will be launched into an SSO with an apoapsis and periapsis height between 400 and 550 km. In terms of operations, communications and the payload on-board computer software, the valuable experience of DLR-SC and DLR-RB will contribute to a successful operation of the CubeSat. The last stage of the project would comprise launching and operating the CubeSat in space to conduct the in-orbit validation test campaign. The Contractor shall be responsible of providing the Mission Management for the integrated 16U Flight Model of PETER, provide the dispenser for the satellite, support its integration into it and acceptance testing, coordinating export control, shipment to launch site and integration to launcher as well as procuring the launcher on behalf of DLR e.V. Further details about the Contractor requirements and responsibilities have been defined in the attached Specification of Services.
