C3S2_311_bis Rescue, Collection, and Processing of In Situ Observations Beschreibung: The overall objective for these services is to improve access to available in situ instrumental data records and to data streams from observing networks, as needed for climate change monitoring and climate science. Goals to be addressed by the services described in the tender include: improvement of the historical instrumental record by means of support to data rescue activities, quality control and homogenisation of in situ observations; harmonisation of access to data from major international archives of climate observations as well as specialised networks of observing sites; development of merged collections of in situ observations suitable for climate reanalysis; development of high-resolution gridded datasets from in situ observations over Europe that are suitable for climate monitoring. The services shall enhance the access offer for ‘recent’ observations, with proper labelling of differences in quality as compared to near-real-time observations (‘reprocessed’ versus ‘initial’). Recent developments such as greater availability of open-access observations shall be exploited. ECMWF intends to award a single Framework Agreement for a period of maximum 34 months, which shall be implemented via a single Service Contract expected to commence in Q3 2025.-WERT: 4 900 000,00 EUR

Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. After the Training, they should have sufficient knowledge to further develop their skills in a continuous cycle of self-improvement through on- going mentoring, with permanent access to its established on-line resources.-WERT: 507 500,00 EUR

Framework agreement for the supply, usage and disclosure of Sustainable & Responsible Investment (SRI) data-The Eurosystem central banks - the National Central Banks (NCBs) of the euro area countries and the European Central Bank (ECB) - have defined common disclosure principles for the climate-related financial disclosures of non-monetary policy portfolios (NMPPs) that they each manage under their own responsibility. These principles are also applied on a best effort basis to the climate-related financial disclosures of the Eurosystem APP and PEPP programmes. These disclosures include greenhouse gas (GHG) absolute and relative emissions as well as the share of green and ESG bonds and they are being continuously enhanced by other SRI metrics. On this basis, all Eurosystem central banks have been publishing annual climate-related financial disclosures since 2023. The SRI data are also used for other purposes, including the analysis, the current and the potential further incorporation of climate change considerations into the monetary policy framework, policy dossiers, climate stress tests and research projects; in this context, the SRI data are also intended to be made available to National Competent Authorities (NCAs) of the banking supervision under the Single Supervisory Mechanism (SSM) that are not central banks. The Eurosystem central banks, as well as other interested non-euro area central banks of the European System of Central Banks (ESCB) and the NCAs, being members of the Eurosystem Procurement Coordination Office (EPCO) (all together the "participating central banks" or "central banks"), are aiming at procuring SRI data from up to two SRI data providers. All references to "participating central banks" or "central banks" in the documents of this procurement procedure shall - unless explicitly stated otherwise - also include NCAs that are not central banks, but members of EPCO

C3S2_384 Downscaling of CMIP6 Climate Projections using Machine Learning Tools to fill the Gaps of the Worldwide CORDEX RCM Simulations Beschreibung: The main objective of the contract is to create new regional climate data based on ML technology. The new data shall complement existing and planned CORDEX (RCM: Regional Climate Model) simulations and form a coherent dataset, where dynamical (RCM) and ML-based data can be used together. The work shall begin with a gap analysis checking the available and planned RCM data for the CORDEX simulations and what gaps are seen for all the 14 CORDEX domains and for all the available climate scenarios. A complete ML methodological overview is required to check whether there are ready-to-use emulators (which can provide similar set of dynamically consistent climate variables as RCMs) available to provide the ML-based data to fill the identified gaps. Ideally, the best available and tractable RCM emulator techniques need to be used to provide the missing data for the community. The data provided by the procured work needs to be published in the CDS in a similar manner to the other CORDEX climate projection datasets. User guidance and documentation will be written to fully inform the users on these new data, and particularly how they can be used alongside other available RCM datasets. ECMWF intends to award a single Framework Agreement for a period of maximum 32 months, which shall be implemented via a single Service Contract expected to commence in October 2025.-WERT: 2 730 000,00 EUR
