Fused PNT Analyses based on European Infrastructure - The European Commission is launching a study on the potential use of communication-oriented LEO constellations for the deployment of a complementary PNT service. This approach is normally referred to as Fused PNT. This tender will focus on developing a user terminal prototype and a simulated environment enabling to assess the performance of Fused PNT under a realistic set of propagation conditions and inter-satellite interference. In this procurement, the main goals of the European Commission are: - To develop a software receiver, supporting acquisition and tracking of 3GPP reference signals for Non-terrestrial networks (NTN) - To model multipath channel and intersatellite interference, in order to test the software receiver under the realistic satellite based propagation channel and interferences; - To consolidate and complement the part of the E2E emulator, by adding multipath and intersatellite interference models; - To demonstrate the performance of fused PNT ranging in a representative simulated environment - To validate the acquisition and tracking performance in realistic environment.

Knowledge production and knowledge sharing in the field of Human Capital Development (HCD) - The European Training Foundation (ETF) is the European Union Agency that supports countries outside the EU in improving their human capital development, in the context of European Union (EU) external relations policies. Currently the ETF cooperates at country and regional level with the countries of the EU Neighbourhood and Enlargement regions, and in Central Asia, as well as contributing to the EU external policies and programmes in other regions and with the African Union in response to specific requests from the European Commission. The objective of this tender is to support the ETF work with the production of reliable knowledge, evidence and analysis in specific topics in the field of Human Capital Development as well as to strengthen the ETF’s role in sharing it both within and outside the EU. . Technical project support to BioClime-Biodiversity loss and climate change represent two of the most pressing challenges of our era. To address both with urgency, it is essential to make swift strides in implementation, harnessing the synergies between biodiversity and climate action, as well as climate adaptation. The goals of the Global Biodiversity Framework (GBF) of the Convention on Biological Diversity (CBD) and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) cannot be achieved without faster progress in implementation and utilization of the synergies between climate and biodiversity protection. Against this background, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN) has commissioned the "Support project on Implementation Instruments of the Global Biodiversity Framework and the Paris Climate Agreement (BioClime)" with a duration of 01.04.2024 - 30.06.2027.

The Agroecology Support Program in Benin (ProEcoLo) is a new program initiated by the Swiss Agency for Development and Cooperation (SDC) through the Swiss Cooperation Office in Benin to support the country in its agroecological transition. Service Framework Contract for the provision of “Support to European Military Airworthiness Requirements (EMAR) Development, Implementation and Training” - The overall objective of this call for tenders is the provision of subject matter expertise to support EDA in managing the activities of the MAWA Forum. More specifically, the expertise shall include: a) an in-depth knowledge of the development and content of the EASA regulations (plus their associated supporting documentation); b) adequate knowledge of military aviation environment, including initial certification and continuing airworthiness procedures to be able to provide the MAWA Forum with the specialist advice and guidance needed; c) an understanding of the implications of any military-specific proposals considered during the development of the necessary documents and/or their updates; d) adequate knowledge of the EMAR system applicable to military aviation as well as its specificities compared to the EASA PARTs environment, applicable to civil aviation; e) adequate knowledge in defining military airworthiness certification criteria and airworthiness codes to propose changes and amendments to the EMACC; adequate knowledge of civil and military certification procedures, especially in the definition of Type Certification Basis (TCB) to improve the usability of the EMACC Handbook and Guidebook. g) in-depth knowledge of the typical organisation, responsibilities, tasks, staff competence, processes & procedures of an Airworthiness Authority competent in Initial/Continued/Continuing Airworthiness domains.

BlueInvest Platform- The purpose of this call for tender is to continue and further develop the BlueInvest Platform to assist in helping small enterprises to put innovative products and services from the blue economy on the market and increase investment in the sustainable blue economy in the EU. This will build on the existing work and will include: • matchmaking and community-building between investors and companies through events, pitching, animation of an on-line community and a project pipeline; • improving investment readiness of companies through activities such as coaching, mentoring and/or fundraising assistance; • supporting financial intermediaries/fund managers seeking to increase their investment in the Blue Economy and/or developing dedicated Blue Economy funds; • supporting regional or national acceleration efforts for the sustainable blue economy innovation; • promotion and outreach to key stakeholders and dissemination of results

Review of country evaluations and stakeholder mapping. The objective of this consultancy is to conduct a systematic analysis of the evaluation practices at the country level used by other stakeholders/actors and to map these stakeholders(stakeholder mapping). The requested tasks should therefore provide insights into the work of these actors in the field of country portfolio evaluations. This will provide the information needed to learn from the extensive, manifold and long-lasting experiences of other stakeholders. It will also enable us to improve future CPEs at DEval and connect our work to that of other actors in the field
