Sicherheitsfachkraft für den Ennepe-Ruhr-Kreis Beschreibung: Zu den wesentlichen Aufgaben gehören insbesondere: • Beratung des Auftraggebers in Fragen des Arbeits- und Gesundheitsschutzes nach arbeitsschutzrechtlichen Gesetzen, Regelungen und Vorschriften • Überprüfung von sicherheitstechnischen Anlagen, Arbeitsmitteln etc. • Erstellung und Überprüfung von Gefährdungsbeurteilungen • Durchführung psychischer Gefährdungsbeurteilungen inkl. Workshops • Durchführung von Sicherheits- und Gesundheitsschutzunterweisungen • Überwachung der Einhaltung von Sicherheitsvorschriften • Zusammenarbeit mit anderen Sicherheitsverantwortlichen und Querschnittsstellen beim Ennepe-Ruhr-Kreis • Beratung und Unterstützung bei der Erstellung von Notfall- und Evakuierungsplänen • Durchführung des Arbeitsschutzes und der Unfallverhütung inkl. Unterstützung bei der Erstellung von Unfall- und Vorfallanalysen • Dokumentation und Berichterstattung über die Sicherheitsmaßnahmen Die Grundlage der Leistungserbringung ist die jährliche Berechnung der Einsatzzeiten der Sicherheitsfachkraft. Bei dieser Vergabe handelt es sich um eine Rahmenvereinbarung. Diese verpflichtet den Auftragnehmer, die definierte Leistung (auf Abruzu den in den Vergabeunterlagen festgelegten Bedingungen und Preisen zu erbringen. Die Höchstmenge/Der Höchstwert des Vertrages beläuft sich auf 4.156,72 Stunden über die gesamt Vertragslaufzeit. Sofern diese Höchstgrenze erreicht ist, verliert die Rahmenvereinbarung nach Auffassung des EuGHs ihre Wirkung (sofern der Auftraggeber nicht noch über vergaberechtliche Möglichkeiten eine Anpassung vornimmt). Die angegebenen Mengen orientieren sich an den geschätzten Bedarfen. Die tatsächlich abgerufenen Mengen können von den geschätzten Mengen nach oben oder unten abweichen. Es besteht keine Abnahmeverpflichtung über die Mindestmenge (die Grundbetreuung und die betriebsspezifische Einsatzzeit - derzeit 833,23 Stunden pro Jahr - hinaus). Die Vertragslaufzeit beginnt am 01.01.2026 und endet am 31.12.2027. Der Vertrag verlängert sich jedoch automatisch um ein weiteres Jahr (d.h. bis zum 31.12.2028), wenn er nicht spätestens bis zum 30.06.2027 ordentlich gekündigt wird und um noch ein weiteres Jahr (d.h. bis zum 31.12.2029), wenn er nicht spätestens bis zum 30.06.2028 ordentlich gekündigt wird. Die Vertragslaufzeit endet spätestens am 31.12.2029.

Operational Planning Control Systems (OPCS) für Kapazitäts- und Engpassmanagement.Projektanlass Die Betriebsplanung im deutschen Übertragungsnetz ist durch steigende Anforderungen, neue regulatorische Vorgaben (z. B. Redispatch 2.0, EU- Verordnungen) und die zunehmende Interdependenz mit anderen Übertragungsnetzbetreibern deutlich komplexer geworden. Bisher werden viele Aufgaben mit manuellen Tools abgebildet, was zu hoher Fehleranfälligkeit, fehlender Transparenz und eingeschränkter Skalierbarkeit führt. Ziel der Ausschreibung Gegenstand der Ausschreibung ist die Konzeption, Implementierung und der Betrieb einer IT-Lösung „Operational Planning Control System (OPCS)“, die: Routineaufgaben in der Datenverarbeitung automatisiert (z. B. Übertragung, Formatkonvertierung), systemübergreifende Geschäftsprozesse überwacht, manuelle Schritte unterstützt (z. B. Erinnerungen, Fallback bei fehlenden Daten), Berichte für interne Zwecke und regulatorische Anforderungen bereitstellt. Die Lösung ist als geschäftskritisch (mission critical) eingestuft und muss hohe bis sehr hohe Anforderungen an IT-Sicherheit, Datenschutz und Verfügbarkeit erfüllen. Leistungsumfang Entwicklung und Implementierung einer modularen, skalierbaren Plattform für Kapazitäts- und Engpassmanagement. ENTSO-E Security Plan External Auditing Services (ESPEAS) Beschreibung: TSCNET Services GmbH (TSCNET) located in Munich, Germany, is an ISO 27001:2022 certified organization providing services 24 hours a day, 7 days a week, 365 days a year, to Contracting Authorities operating critical infrastructure connected to the Central and Eastern European power grid. As part of TSCNET's requestor’s input for Regulatory Information Security Auditor Services, TSCNET wishes to contract a specialist third-party to undertake regulatory information security audits. The third-party needs to be a qualified ISO 27001:2022 Lead Auditor with not only best of breed expertise, but excellent service delivery and multiple years' experience in regulatory audits. The audits must be aligned with the regulatory expectations and frameworks established by: a) ENTSO-E (European Network of Transmission System Operators for Electricity) – https://www.entso-e.eu, which coordinates the operation of Europe’s electricity transmission networks and sets cybersecurity and operational standards for TSOs. b) ACER (European Union Agency for the Cooperation of Energy Regulators) – https://www.acer.europa.eu, which oversees the implementation of EU energy regulations, including cybersecurity and data protection obligations under the Network Code on Cybersecurity and other relevant EU legislation. Given that the contract is expected to span at least four years, TSCNET anticipates that additional compliance requirements may emerge over time. Therefore, the scope of regulatory alignment shall not be limited to ENTSO- E or ACER alone. The selected auditor must demonstrate the capacity to adapt to evolving EU and national regulatory frameworks, including but not limited to cybersecurity, data protection, and energy sector governance, as defined by current and future mandates from ENTSO-E, ACER, and other relevant authorities.

CDE – Multi-Contractor Integration-As part of the re-tendering process for TenneT’s Content Collaboration Platform, Lot 2 encompasses a multi-vendor framework agreement focused on the integration, implementation, configuration, migration, and support of platform functionalities tailored to TenneT’s infrastructure project needs. The present tender focuses primarily on TenneT’s German operations. As beneficiaries under the SaaS Agreement, Dutch TenneT operations may optionally draw from the services that are subject hereof. With the re-tendering of the current Content Collaboration Platform, TenneT is aiming to continue achieving a single source of information for all documents generated in infrastructure projects and managing the supplier collaboration (external collaboration) regarding the exchange and management of documents and additional data. The targeted system is facilitating and capturing the complete project lifecycle in addition to providing auditable documentation and information throughout the organization. The tender procedure is divided into two lots, which will be tendered in sequence in two different tenders: Tender 1 [Lot 1] "CDE - Collaboration-Platform for Document and Data Exchange": includes the platform provisioning, development, deployment (Implementation), initial customization and configuration, platform interfaces as well as maintenance and support of the platform and – as a proof of concept and for purposes of a successful transition – the migration of TenneT metadata as well as existing construction projects from the current to the new platform. This tender has been completed. The awarded solution is provided by ThinkProject. Tender 2 [Lot 2]: "CDE – Multi-Contractor Integration": includes intergration and implementation services associated with the platform and comprises subsequent configuration, customization and consulting services in relation to the Content Collaboration Platform. The Lot 1 Provider must always collaborate pro-actively and in a constructive manner with any Lot 2 Contractor(s), e.g. providing access, support and knowledge transfer regarding the platform and implementing technically necessary changes within Lot 1 where mutually agreed with or commissioned by TenneT. Lot 2 will be tendered subsequent to the award of Lot 1. Performance Scope Lot 2 The Lot 2 providers selected during the selection phase must be qualified for the following service areas within the framework of the mini competitions and be able to obtain contracts in these areas: Business Support for CDE Initiatives and Projects The contractor shall provide advisory and operational support for departments and project teams in the context of CDE utilization, in particular: Advising on methodological and operational use of CDE platforms in project environments Supporting data migration processes (e.g., from legacy systems) Assisting with platform configuration and workflow optimization Developing and maintaining structured knowledge management tools (e.g., CDE user guides, training materials, FAQs) Facilitating workshops to gather and refine user requirements Design, Development, and Implementation of Non- Standard Changes This service domain includes support in extending the functional scope of the CDE platform beyond its standard features: Designing and specifying customized solutions (e.g., plug-ins, tailored workflows) Developing enhancements, interfaces, and automation features Supporting innovation initiatives, e.g., through prototyping of new digital tools Providing comprehensive technical and user documentation Performing quality assurance and testing of developed components Integration support for non-standard changes The contractor will provide technical and conceptual support for integrating enhancements into the existing CDE ecosystem: Designing and executing system integration concepts (e.g., CDE ↔ third- party systems) Developing and maintaining interfaces (e.g., REST, SOAP, file-based) Conducting system, integration, and regression testing Monitoring and issue resolution during and after go-live Preparing technical operations documentation (e.g., monitoring and handover guides) Project execution The contractor shall support the delivery of CDE-related (sub-) projects, including: Providing project management services (e.g., project office, timeline planning, reporting, risk management) Conducting requirement analysis and scope definition with business stakeholders Coordinating internal and external implementation partners Reporting to project leadership or steering committees Supporting change and rollout management measures For more details please see "L2 - C11 - Summary of Requirements" and "L2 – N01 – Annex 01 – Service Description" (will be sent after signing the NDA).
