Legal Evaluation of Open-Source Licensing for EDA Software and IC Hardware-The subject of the tender is the provision of comprehensive legal advisory and expert services in the field of IT law, copyright law, and intellectual property law, with a specific focus on open-source licensing in the semiconductor and Electronic Design Automation (EDA) domain. The selected law firm shall advise IHP GmbH in the context of the European Chips Design Platform and develop a coherent licensing framework for the platform. The services include in particular: Legal analysis and assessment of open-source licenses (including license compatibility, copyleft effects, and dual-licensing models), Evaluation of potential IP and liability risks, Development of clear licensing criteria and guidance governing the use, modification, contribution, distribution, and commercialization of open-source EDA software, Development of licensing guidance for open IC hardware, design artefacts, and related components, Preparation of practical legal guidelines aimed at ensuring legal certainty for platform users, in particular SMEs and start-ups.
