European Innovation Council Global Business Expansion programme - This procurement procedure will purchase the service of a contractor to launch and develop a new programme called "EIC Global Business Expansion Programme" (EIC GBE) with the main objective of supporting EIC-backed companies accessing and expanding their businesses in new global markets. The EIC GBE Programme is legally supported on the EIC Work Programme 2025 and technically based on the success of EIC Soft-landing activities (2023-2024) contract EISMEA/2023/OP/0005 and the experience of the EIC BAS sector in the field of internationalization. The EIC has been established to identify, develop and scaleup breakthrough technologies and companies. The successful contractor will deliver the services needed to provide adequate guidance and tools for EIC Awardees who want to scaleup expanding their business to a new market without keeping their attention away from their main operations at home. Those services will include: - Customized access to major innovation hubs outside the EU, facilitated by established and qualified local partners. - High- quality online educational scheme to access the needed knowledge and training to maximise the participation in the programme and/or increase the know-how on market uptake in a targeted region. - Dedicated business support to train, coaching, fine-tune the pitching, and obtain expert insights aimed at successful market testing and launching of new services /products. - Pre-arranged business matching sessions with potential clients, investors, and local partners to foster enduring business partnerships. - Promotion of EIC-funded companies and the EIC on the international stage.

Up-Scaling Portfolio Management - DEG under its "Up-scaling Programme" finances early-stage SMEs to scale innovative business models with high development impact. The funding is repayable once the companies reach predefined success criteria, such as a certain revenue, gross profit or amount of new funding raised. The programme is part of the "Partners in Transformation" initiative by the Federal Ministry for Economic Cooperation and Development (BMZ). Since 2013, it has invested approximately EUR 55 million in 88 innovative young businesses. Since 2024 the active investment phase of the Up-scaling Programme has come to an end. This means, no new companies are financed but the existing portfolio still has to be actively monitored. In 2025, DEG has entrusted DEG Impulse with the management of the remaining Up-Scaling Programme on behalf of DEG. At the beginning of 2026, the portfolio will consist of approx. 50 companies, with two-thirds based in Sub-Saharan Africa and the remainder in South and Southeast Asia, Mexico and Peru. The agreements with these portfolio companies and their obligation to repay usually extends over a period of five years and has been occasionally extended. The number of portfolio companies will decrease each year by on average 12 companies per year as the monitoring phase for the investments ends and final reports are being prepared. DEG Impulse intends to hire a consultant to support the management of the Up-Scaling Progamme. The consultant will conduct a proactive portfolio monitoring with the key goal to ensure maximum repayment of the approx. EUR 24,5 million in outstanding commitments at the beginning of 2026. The role also involves ensuring the programme"s positive impact on the companies and the wider start-up ecosystem, supporting the growth of portfolio companies, and exploring potential follow-on financing opportunities with DEG or the broader DFI ecosystem.

Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. We support project developers and companies towards investment readiness and link them with financiers. In collaboration with many stakeholders in the sector, we also provide a range of other services to complement this effort. GET.invest aims to substantially increase the volume and pace of investment, to contribute to building sustainable energy markets, and to thus help meet the twin challenge of sustainable energy and climate change. Since 2022, we power the Team Europe One Stop Shop for Green Energy Investments, an access point for information about and facilitated access to European support and financing instruments for energy projects and companies in Africa. GET.invest is hosted on the multi-donor platform GET.pro, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and co-funded by the European Union, Germany, Norway, the Netherlands, Sweden, and Austria. The proposition of GET.invest to a) develop projects to a status of bankability and b) introducing them to financiers and investor frequently requires supplementary advisory in specialised fields of expertise which are out of the scope for the existing access-to-finance advisory facilities. Therefore GET.invest creates two (2) facilities as a complementary support modality to the existing suite of coaching and advisory services of GET.invest Finance Access Advisory.
