The objective of this Call for Tenders is to award per lot a Framework Agreement to a successful tenderer for the provision of global payroll and legal services. The EIB is looking to streamline HR management activities for external offices by transitioning to a global service provider model. This model would designate a single point of contact for the following services: - Global payroll services (Lot 1), and - Global legal services (Lot 2).

SPOC, IT RUN and IT Development, Managed and Corporate Services. This call for tenders is divided into 4 lots. Lot 1 will provide a Single Point of Contact (SPOC), managed IT RUN services and technical consultancy. Lot 2 will bring to EFSA IT Development services based on sprint deliveries in Azure databricks together with Lot 3 for the ancillary IT services and consultancy. Lot 4 will deliver Corporate Managed Services for meetings, HR, and Site management and consultancy related to these. C3S2_313g Products and Services for additional ECVs in the Land and Ocean Domains-ECMWF, as the Entrusted Entity for the Copernicus Climate Change Service (C3S), invites Tenders aiming to expand the scope of climate information delivered in the Land and Ocean domains by incorporating products and services for additional Essential Climate Variables (ECVs) split into five distinct Lots, specifically for Sea Surface Salinity (Lot 1), Permafrost (Lot 2), Above-Ground Biomass (Lot 3), Surface Albedo (Lot 4), Leaf Area Index (LAI) and Fraction of Absorbed Photosynthetically Active Radiation (fAPAR) (Lot 5). The purpose of this Invitation to Tender (ITT) is the provision of operational services aimed at ensuring dependable access to high-quality, consistent, and globally homogeneous satellite climate data products via the Climate Data Store (CDS). The services shall include the following technical activities: (•) Operation and maintenance of processing systems to generate CDR / ICDR datasets (unless these operations are supported by other initiatives). (•) Implementation and/or improvement of operational production chain components as needed to achieve Full Operational Capacity. (•) Provision of access to datasets via the CDS. (•) Quality assurance and validation of the resulting datasets. (•) Provision of supporting documentation that describes the operational algorithms employed in dataset generation, outlines the results of quality assessments, and a user guide to assist users in the appropriate utilisation of the datasets. (•) Maintenance of metadata describing CDR datasets and their associated documentation. (•) Provision of user support services. (•) Contribution to the European State of the Climate, contingent upon the maturity and latency of the ECV data, the upcoming C3S climate dashboard, or an alternative form of support for climate intelligence. For each Lot, ECMWF intends to award a single Framework Agreement for a period of 30 months, which shall be implemented via a single Service Contract (unless multiple Lots are awarded to the same Tenderer) expected to commence in January 2026. Mapping support services for victims of VAW/DV in the EU-27 - The purpose of this project is to develop a harmonised set of indicators for classifying and measuring the availability and use of support services in the EU-27, thereby contributing to the standardisation of administrative data collection; it will also support the implementation and monitoring of the relevant provisions in both the Directive and the Istanbul Convention. In addition, the project will assess how various support services operate as part of an integrated support system. It will analyse specific barriers and challenges faced by vulnerable groups of women and children in accessing these services. To this end, the proposed methodology will incorporate an intersectional approach wherever feasible.

As described above, the main scope of the new HACS procedure is the replacement of BEACON lot 2, considering that, under the original BEACON framework contracts, the majority of the services were ordered under lot 2. While BEACON lot 1 is not scheduled for replacement as a separate lot or procedure, the technical scope of services previously ordered under BEACON lot 1 will also be covered by the new procedure.
