Conducting an evidence synthesis on development measures in the Republic of Malawi-The main objective of the contract is to synthesise evidence of evaluations, evaluative studies, and research studies (hereinafter referred to as "evaluations and studies") on development measures in various sectors in Malawi between 2016 and 2025. The evidence synthesis should focus on evidence related to the OECD DAC criteria effectiveness, impact, and sustainability. Evidence syntheses on country level can be an effective tool to map evidence from all sectors within a specific country (see Zürcher, 2020) . The evidence synthesis of existing evaluations and studies of development measures in Malawi aims to provide a robust evidence base, which contributes to the assessment of the effectiveness, impact, and sustainability of the BMZ-financed official development cooperation in Malawi. It will also highlight persistent evidence gaps across sectors and OECD DAC criteria. The evidence synthesis thereby contributes to the theory- based approach of the CPE.

The envisaged number of Contracts to be awarded is 2. Technical project support to BioClime-Biodiversity loss and climate change represent two of the most pressing challenges of our era. To address both with urgency, it is essential to make swift strides in implementation, harnessing the synergies between biodiversity and climate action, as well as climate adaptation. The goals of the Global Biodiversity Framework (GBF) of the Convention on Biological Diversity (CBD) and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) cannot be achieved without faster progress in implementation and utilization of the synergies between climate and biodiversity protection. Against this background, the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN) has commissioned the "Support project on Implementation Instruments of the Global Biodiversity Framework and the Paris Climate Agreement (BioClime)" with a duration of 01.04.2024 - 30.06.2027.

81317104-Lot 2: Legal Support Service-GET.invest is a European programme that mobilises investment for clean energy in developing countries. We support project developers and companies towards investment readiness and link them with financiers. In collaboration with many stakeholders in the sector, we also provide a range of other services to complement this effort. GET.invest aims to substantially increase the volume and pace of investment, to contribute to building sustainable energy markets, and to thus help meet the twin challenge of sustainable energy and climate change. Since 2022, we power the Team Europe One Stop Shop for Green Energy Investments, an access point for information about and facilitated access to European support and financing instruments for energy projects and companies in Africa. GET.invest is hosted on the multi-donor platform GET.pro, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and co-funded by the European Union, Germany, Norway, the Netherlands, Sweden, and Austria. The proposition of GET.invest to a) develop projects to a status of bankability and b) introducing them to financiers and investor frequently requires supplementary advisory in specialised fields of expertise which are out of the scope for the existing access-to-finance advisory facilities. Therefore GET.invest creates two (2) facilities as a complementary support modality to the existing suite of coaching and advisory services of GET.invest Finance Access Advisory. The two respective sublots of this tender are as follows: Project Documentation Development/ PDD: The goal is to provide eligible projects with key investment-grade project documents required to validate the technical and commercial viability of projects, and often generated from studies, assessments and evaluations. Legal Support Services / LSS: The goal is to directly support GET.invest's overarching objective of accelerating clean energy investment by contributing well-structured legal agreements, advice on the legal structure of clean energy deals, and compliance with relevant regulations are essential for mitigating risks and ensuring project/business success In terms of thematic and geographic scope, this service applies to all clean energy market segments under GET.invest mandate (here). Geographically, while GET.invest currently is active mainly in SSA in addition to some activities in the Pacific and Caribbean, the programme is at initial stages of expanding to other regions such as Central and Latin America. "Project Documentation Development" and "Legal Support Service" are often closely correlated and can be complementary to each other or offered independently. The two services can collaborate on certain documents, if need be, provided the roles remain additional and clear.
