Open Market Consultation (OMC) for a future Pre-Commercial Procurement (PCP) of R&D (research and development) services on the climate adaptation domain using space and EO (Earth Observation)-based information to prevent and mitigate water related crisis challenges to increase climate resilience in Europe – PCP WISE-This Prior Information Notice announces an OMC and provides early information in preparation for a future PCP carried out by the PCP WISE project (Public Procurement of Innovative Solutions for Water Management from Space). This project receives funding from the European Union's Horizon Europe Research and Innovation Programme under grant agreement number No. 101182917 and selected under the HORIZON- CL6-2024-GOVERNANCE-01-5, topic: Customisation/pre-operationalisation of prototypes end- user services in the area Climate Change Adaptation and Mitigation (see EU Funding & Tenders Portal - https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen /opportunities/topic-details/horizon-cl6-2024-governance-01-5), with a budget of €12 million earmarked for the R&D phases during the implementation of the PCP instrument. PCP WISE aims to challenge the market to develop innovative solutions (up to TRL8) to improve water management, particularly in the fields of agriculture, urban climate resilience and planning, climate risk management and resilience to water-related natural disasters, using satellite based earth observation data, hydrological models, field data and artificial intelligence in order to provide intelligence on rural and urban soil-water-vegetation-system-conditions and related risks per sector. By leveraging space technology and environmental observation data, PCP WISE seeks to address critical challenges related to floods, fires, and infrastructure impacts both in rural and urban areas. This collaborative effort brings together public buyers, research institutions, and industry experts to create and implement advanced climate services that will enhance Europe's ability to adapt to and mitigate the effects of climate change. Therefore, it marks the start of an ambitious international collaboration dedicated to the sustainable management of water resources and the need to enlarge climate resilience across Europe. PCP WISE focuses on five distinct use cases, each addressing specific water-related challenges in different regions of Europe (North, South, West, and East) and geographical contexts (urban and rural) on flood, drought, subsidence, fire, or other concerns distinguishing between issues of a regular nature and those arising from crisis situations. C3S2_311_bis Rescue, Collection, and Processing of In Situ Observations Beschreibung: The overall objective for these services is to improve access to available in situ instrumental data records and to data streams from observing networks, as needed for climate change monitoring and climate science. Goals to be addressed by the services described in the tender include: improvement of the historical instrumental record by means of support to data rescue activities, quality control and homogenisation of in situ observations; harmonisation of access to data from major international archives of climate observations as well as specialised networks of observing sites; development of merged collections of in situ observations suitable for climate reanalysis; development of high-resolution gridded datasets from in situ observations over Europe that are suitable for climate monitoring. The services shall enhance the access offer for ‘recent’ observations, with proper labelling of differences in quality as compared to near-real-time observations (‘reprocessed’ versus ‘initial’). Recent developments such as greater availability of open-access observations shall be exploited. CAMS2_53b Development and provision of hot-spot emissions of CH4 from Copernicus Contributing Missions-This ITT is for providing quantitative estimates of methane emissions from large point sources around the world based on satellite data from the Copernicus Contributing Missions (CCM) programme. The Successful Tenderer shall use the observations of methane abundances in the atmosphere provided by the CCM satellite missions to derive emission estimates for the targeted local emission sources. The CCM programme is still being ramped up for atmospheric composition observations, which means that this ITT is meant to be exploratory to assess the added value of the CCM missions with regards to CAMS. This ITT therefore asks for an agile approach with optional activities that will be triggered by ECMWF, once sufficiently mature data from each of the satellites becomes available for use in this contract. Cross-border missing rail links - where do we stand?-In 2018, the European Commission published a comprehensive analysis of the existing cross-border transport connections and missing links on the internal EU borders (https://ec.europa.eu/regional_policy/sources/studies/cb_rail_connections_en.pdf). The underlying assumption was that more cross-border railway passenger transport could enhance mobility and economic development in the border regions, and the study was a first step in the direction of enhancing the possibilities of higher cross-border mobility. The study provided an inventory of all cross-border rail connections along the EU and EFTA internal land borders, containing maps and data on the operational status, technical aspects, and stakeholders of each connection. It also analysed the viability, network relevance and investment need and funding opportunities of possible new railway connections. Now, seven years later, there is a need to revive and put the findings of this study to the test. More importantly, the study will enlarge the geography of the old study and involve the Western Balkan countries as well. So, the overall purpose of this contract is twofold. Firstly, to conduct a comprehensive analysis of the most promising cross-border transport connections, that were identified in a study in 2017, to establish how and to what extent these connections have developed. Secondly, to extend the scope of analysis to another geographic area, namely all countries belonging to Western Balkan (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Kosovo and Serbia). Those countries shall have - just as the study of 2017 did for the EU internal borders - their cross-border connections screened and suggestions be made for where best missing links could be considered for future investments.-WERT: 300 000,00 EUR

Framework agreement for the supply, usage and disclosure of Sustainable & Responsible Investment (SRI) data-The Eurosystem central banks - the National Central Banks (NCBs) of the euro area countries and the European Central Bank (ECB) - have defined common disclosure principles for the climate-related financial disclosures of non-monetary policy portfolios (NMPPs) that they each manage under their own responsibility. These principles are also applied on a best effort basis to the climate-related financial disclosures of the Eurosystem APP and PEPP programmes. These disclosures include greenhouse gas (GHG) absolute and relative emissions as well as the share of green and ESG bonds and they are being continuously enhanced by other SRI metrics. On this basis, all Eurosystem central banks have been publishing annual climate-related financial disclosures since 2023. The SRI data are also used for other purposes, including the analysis, the current and the potential further incorporation of climate change considerations into the monetary policy framework, policy dossiers, climate stress tests and research projects; in this context, the SRI data are also intended to be made available to National Competent Authorities (NCAs) of the banking supervision under the Single Supervisory Mechanism (SSM) that are not central banks. The Eurosystem central banks, as well as other interested non-euro area central banks of the European System of Central Banks (ESCB) and the NCAs, being members of the Eurosystem Procurement Coordination Office (EPCO) (all together the "participating central banks" or "central banks"), are aiming at procuring SRI data from up to two SRI data providers. Development of digital personas for WHH to support a data driven approach to (potential) donors-At WHH we aim to have a deep understanding of our target groups (current, past and potential new donors). Personalizing our marketing and communication efforts such as donor journeys, mailings and other fundraising activities to the donor’s needs is crucial to maximize funding. For a truly donor-centric approach we not only want to get a clear picture of our existing donor base but also want to unlock new donors and fundraising potentials. To achieve this, WHH wants to use the benefits of digital personas as a data driven way to gain insights into our target groups. We want to avoid stereotypes as much as possible. Instead, the goal is a data driven, realistic and unbiased view at who our current, past and potential new donors are and how we can reach them with our communication and fundraising activities in the most efficient and effective way. We see a lot of potential in the meta data outside of WHH (especially combined with the insights we already have). Additional insights on how to improve our marketing and communication activities to incorporate these personas into our work are very important. Since many different stakeholders at WHH are going to incorporate these personas into their work, they should be easy to understand, easily accessible and transferable into different channels, tools and communication strategies.
