C3S2_311_bis Rescue, Collection, and Processing of In Situ Observations Beschreibung: The overall objective for these services is to improve access to available in situ instrumental data records and to data streams from observing networks, as needed for climate change monitoring and climate science. Goals to be addressed by the services described in the tender include: improvement of the historical instrumental record by means of support to data rescue activities, quality control and homogenisation of in situ observations; harmonisation of access to data from major international archives of climate observations as well as specialised networks of observing sites; development of merged collections of in situ observations suitable for climate reanalysis; development of high-resolution gridded datasets from in situ observations over Europe that are suitable for climate monitoring. The services shall enhance the access offer for ‘recent’ observations, with proper labelling of differences in quality as compared to near-real-time observations (‘reprocessed’ versus ‘initial’). Recent developments such as greater availability of open-access observations shall be exploited. C3S2_384 Downscaling of CMIP6 Climate Projections using Machine Learning Tools to fill the Gaps of the Worldwide CORDEX RCM Simulations Beschreibung: The main objective of the contract is to create new regional climate data based on ML technology. The new data shall complement existing and planned CORDEX (RCM: Regional Climate Model) simulations and form a coherent dataset, where dynamical (RCM) and ML-based data can be used together. The work shall begin with a gap analysis checking the available and planned RCM data for the CORDEX simulations and what gaps are seen for all the 14 CORDEX domains and for all the available climate scenarios. A complete ML methodological overview is required to check whether there are ready-to-use emulators (which can provide similar set of dynamically consistent climate variables as RCMs) available to provide the ML-based data to fill the identified gaps. Ideally, the best available and tractable RCM emulator techniques need to be used to provide the missing data for the community. The data provided by the procured work needs to be published in the CDS in a similar manner to the other CORDEX climate projection datasets. User guidance and documentation will be written to fully inform the users on these new data, and particularly how they can be used alongside other available RCM datasets. Open Market Consultation (OMC) for a future Pre-Commercial Procurement (PCP) of R&D (research and development) services on the climate adaptation domain using space and EO (Earth Observation)-based information to prevent and mitigate water related crisis challenges to increase climate resilience in Europe – PCP WISE-This Prior Information Notice announces an OMC and provides early information in preparation for a future PCP carried out by the PCP WISE project (Public Procurement of Innovative Solutions for Water Management from Space). This project receives funding from the European Union's Horizon Europe Research and Innovation Programme under grant agreement number No. 101182917 and selected under the HORIZON- CL6-2024-GOVERNANCE-01-5, topic: Customisation/pre-operationalisation of prototypes end- user services in the area Climate Change Adaptation and Mitigation (see EU Funding & Tenders Portal - https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen /opportunities/topic-details/horizon-cl6-2024-governance-01-5), with a budget of €12 million earmarked for the R&D phases during the implementation of the PCP instrument. However, the European Union does not participate as a contracting authority in the procurement. PCP WISE aims to challenge the market to develop innovative solutions (up to TRL8) to improve water management, particularly in the fields of agriculture, urban climate resilience and planning, climate risk management and resilience to water-related natural disasters, using satellite based earth observation data, hydrological models, field data and artificial intelligence in order to provide intelligence on rural and urban soil-water-vegetation-system-conditions and related risks per sector. By leveraging space technology and environmental observation data, PCP WISE seeks to address critical challenges related to floods, fires, and infrastructure impacts both in rural and urban areas. This collaborative effort brings together public buyers, research institutions, and industry experts to create and implement advanced climate services that will enhance Europe's ability to adapt to and mitigate the effects of climate change. Therefore, it marks the start of an ambitious international collaboration dedicated to the sustainable management of water resources and the need to enlarge climate resilience across Europe. Open Market Consultation (OMC) for a future pre–commercial procurement (PCP) to buy R&D (research and development) services to solve circular economy challenges defined by the participating cities-This pre-commercial procurement (PCP) is carried out by Northern Dimension Partnership on Culture Secretariat in the name and on behalf of the buyers group. This prior information notice (PIN) provides early information about the expected starting date and purchase volume and about the open market consultation (OMC) that is organised in preparation of this pre-commercial procurement (PCP). The procurement aims to trigger new solutions to be developed and tested to address two challenges that correspond to an overarching need to increase the number of concrete practices in the Baltic Sea region that would drive the transition to circular economy. The procurement will be divided into two lots, each corresponding to one sub-challenge. The following city specific challenges have been identified by the participating cities that seek to choose two most relevant challenges that would be posed as sub-challenges in the tender and fine-tune the tender specifications with the help of OMC: - Turku: How might we create an accessible, unified platform or system that connects service providers contributing to the circular economy, making it easier for customers to discover and use their services? - Tallinn: How can we develop an accessible and affordable tool or methodology that enables SMEs to evaluate and improve the circularity of their products or services, even if they lack in-house expertise or external support? - Riga: How might we implement an interoperable, city-wide system or solution to eliminate single-use materials (such as cups, plates, and cutlery) at public events? - Kiel: How might we create a system or solution for collecting, refurbishing, redistributing, and reusing second-hand components and items from buildings, fairs, and festivals? - Gdynia: How might we develop an accessible, affordable, and sustainable solution — supported by cultural and creative sectors — to increase the reuse of bulky household waste? - Aarhus: How might we develop a sustainable, circular, and culturally relevant solution to activate an underused dome structure at the harbour during the winter months?
