Open Market Consultation (OMC) for a future pre–commercial procurement (PCP) to buy R&D (research and development) services to solve circular economy challenges defined by the participating cities-This pre-commercial procurement (PCP) is carried out by Northern Dimension Partnership on Culture Secretariat in the name and on behalf of the buyers group. This prior information notice (PIN) provides early information about the expected starting date and purchase volume and about the open market consultation (OMC) that is organised in preparation of this pre-commercial procurement (PCP). The procurement aims to trigger new solutions to be developed and tested to address two challenges that correspond to an overarching need to increase the number of concrete practices in the Baltic Sea region that would drive the transition to circular economy. The procurement will be divided into two lots, each corresponding to one sub-challenge. The following city specific challenges have been identified by the participating cities that seek to choose two most relevant challenges that would be posed as sub-challenges in the tender and fine-tune the tender specifications with the help of OMC: - Turku: How might we create an accessible, unified platform or system that connects service providers contributing to the circular economy, making it easier for customers to discover and use their services? - Tallinn: How can we develop an accessible and affordable tool or methodology that enables SMEs to evaluate and improve the circularity of their products or services, even if they lack in-house expertise or external support? - Riga: How might we implement an interoperable, city-wide system or solution to eliminate single-use materials (such as cups, plates, and cutlery) at public events? - Kiel: How might we create a system or solution for collecting, refurbishing, redistributing, and reusing second-hand components and items from buildings, fairs, and festivals? - Gdynia: How might we develop an accessible, affordable, and sustainable solution — supported by cultural and creative sectors — to increase the reuse of bulky household waste? - Aarhus: How might we develop a sustainable, circular, and culturally relevant solution to activate an underused dome structure at the harbour during the winter months? Participants of the OMC are welcome to be creative and proactive with their suggestions for fine-tuning the challenges depending on the situation and beyond the challenges identified by the participating cities.-WERT: 206 611,57 EUR

In response to this challenge, the President of the Republic of South Africa has established the Presidential Youth Employment Intervention (PYEI), a comprehensive effort to ensure young people are successfully transitioning from learning to earning. The PYEI established a number of funding mechanisms to test and scale approaches to improve access to economic opportunities for young people. One of these funding mechanisms is the Jobs Boost programme. Jobs Boost is a R300 million (~EUR15 million) pay-for-performance model being piloted in South Africa. It is an outcomes fund that works with implementing partners to secure sustainable, quality jobs for unemployed, excluded youth. It is the largest youth employment outcomes fund in the world, and a major innovation in the South African government"s effort to confront the chronic youth unemployment problem. Further information on Jobs Boost is available on this website: https://jobsboost.org.za Jobs Boost was initiated by the Presidency, together with the Department of Higher Education and Training (DHET) and the National Skills Fund (NSF), as part of the PYEI. It received funding support through the Presidential Employment Stimulus and directly from the NSF. Funding for the design of the programme was provided by the Michael & Susan Dell Foundation. The pilot of the programme was designed and is being managed by Krutham through a non-profit company (NPC), Employment Outcomes NPC, which was established to administer the fund. The implementers were contracted in July 2024. Implementation commenced in August 2024 and will run for 12 months. Measurement of milestone achievement will continue for an additional 6 months beyond the 12 month period. For the pilot, the NSF, a part of the DHET, act as the sole funders, a pioneering role for a public entity. By acting as the funder, the NSF is taking the lead in government grant-making for skills development and is intended to identify new, innovative approaches to funding solutions for youth unemployment.

Study to support the evaluation and review of Audiovisual Media Services Directive-Article 33 AVMSD requires that by 19 December 2026 at the latest, the Commission shall submit to the European Parliament and the Council an ex-post evaluation of the impact of the Directive and its added value, accompanied where appropriate by proposals for its review. This study will be the basis for such ex-post evaluation and possible review of the Directive. Additionally, Article 13 and Article 16 AVMSD require the Commission to report, based on the information provided by Member States and on an independent study, on the application of the AVMSD provisions concerning the promotion of European works,including independent productions in television programmes and on-demand services. The study will have five specific objectives: 1.) Provide the Commission with information and data about the application of the Directive, in particular in the aforementioned areas, in light of the developments of the EU audiovisual market, notably its increasing digitalisation; 2.) Provide the Commission with an objective quantitative and qualitative assessment of the Directive’s implementation, looking particularly at the most significant issues; 3.) With regard to Articles 13, 16 and 17, provide the Commission with information and data required for the monitoring of and reporting on the implementation of the AVMSD rules for the promotion of European works, including independent productions; 4.) Identify, where justified by the above assessment, possible regulatory updates / amendments to the Directive that could bring an improvement to its application and/or to the achievement of its objectives; 5.) Identify and impact-assess the policy options proposed to the Commission to implement the above identified regulatory updates / amendments. The findings of the study will support the Commission's own ex-post evaluation and impact assessment of possible proposals for revision of the Directive and will be used for reporting on European works as required by AVMSD.-WERT: 700 000,00 EUR
