Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. After the Training, they should have sufficient knowledge to further develop their skills in a continuous cycle of self-improvement through on- going mentoring, with permanent access to its established on-line resources.-WERT: 507 500,00 EUR

Capacity Building and Destination Promotion of Albania’s GBS and ICT Sectors-Scope of Work The assignment consists of two primary components: 1. Capacity Building for Albanian GBS/ICT Companies The contractor will design and implement a training program to prepare SMEs for international market expansion. The program should address the following thematic areas: - Development of globally attractive company culture - International marketing and online presence building - Effective project management and client communication - Legal and regulatory frameworks for cross-border operations - Financial planning and scaling strategies - International sales and pitching techniques The training should include: - Online, self-paced content - In-person workshops in Albania - Supporting materials and toolkits - Follow-up assessments to provide individual feedback The primary target group are top management teams of Albanian small and medium-sized enterprises (SMEs) in the ICT/GBS sector. 2. Activities should include: - Design and maintenance of a dedicated landing page hosted on a reputable international platform (with focus on Central and Southeastern Europe) - Development and publication of analytical articles and case studies, featuring industry insights and testimonials from existing clients of Albanian firms, published in an international, reputable resource (with a focus on Central and Southeastern Europe) - Conduct media outreach to promote the location’ s visibility in Western Europe and North America Expected Deliverables The following deliverables are expected to be completed within the contract duration and in line with agreed milestones: Capacity Building: - Online modules (on-demand), introducing the six thematic areas outlined above for up to 250 participants. - In-person workshops in Albania focusing on each of the six thematic areas, tailored to the specific needs of Albanian companies for up to 100 participants. - Post-workshop assessments and feedback reports for all in-person workshop participants. Evaluation of WAHAFA-This evaluation is conducted to facilitate learning and improve future Anticipatory Humanitarian Action programs similar to WAHAFA. It is important to note that this tendered evaluation should cover the overarching WAHAFA program, and not the individual AHA Build projects. Instead, it aims to evaluate WAHAFA’s multiplicator role in Anticipatory Humanitarian Action in the German NGO landscape, its coordination and capacity sharing efforts with national and local partner organizations, and the program’s added value for local and international partner NGOs in the sphere of AHA. By identifying challenges and good practices, this evaluation should identify pathways to impact of WAHAFA’s overarching locally led approach and provide recommendations for similar programme approaches in the future. Furthermore, the evaluation will identify the success factors and challenges encountered during program implementation, offering recommendations to improve future AHA programming. The evaluation is conducted in the final stages of the program to guide the planning of a potential successor program. Results of this evaluation will also be used for advocacy and funding purposes.

Event Facility 2025-2026 - FPI.1/2/3 NDICI-The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2025-2026. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. 81315741-Jobs Boost Process and Value-for-Money Evaluation-In South Africa young people in particular struggle to enter the labour market. In response to this challenge, the President of the Republic of South Africa has established the Presidential Youth Employment Intervention (PYEI), a comprehensive effort to ensure young people are successfully transitioning from learning to earning. The PYEI established a number of funding mechanisms to test and scale approaches to improve access to economic opportunities for young people. One of these funding mechanisms is the Jobs Boost programme. Jobs Boost is a R300 million (~EUR15 million) pay-for-performance model being piloted in South Africa. It is an outcomes fund that works with implementing partners to secure sustainable, quality jobs for unemployed, excluded youth. It is the largest youth employment outcomes fund in the world, and a major innovation in the South African government"s effort to confront the chronic youth unemployment problem. Further information on Jobs Boost is available on this website: https://jobsboost.org.za Jobs Boost was initiated by the Presidency, together with the Department of Higher Education and Training (DHET) and the National Skills Fund (NSF), as part of the PYEI. It received funding support through the Presidential Employment Stimulus and directly from the NSF. Funding for the design of the programme was provided by the Michael & Susan Dell Foundation. The pilot of the programme was designed and is being managed by Krutham through a non-profit company (NPC), Employment Outcomes NPC, which was established to administer the fund. The implementers were contracted in July 2024. Implementation commenced in August 2024 and will run for 12 months. Measurement of milestone achievement will continue for an additional 6 months beyond the 12 month period. For the pilot, the NSF, a part of the DHET, act as the sole funders, a pioneering role for a public entity. By acting as the funder, the NSF is taking the lead in government grant-making for skills development and is intended to identify new, innovative approaches to funding solutions for youth unemployment.
