Study to support the evaluation and review of Audiovisual Media Services Directive-Article 33 AVMSD requires that by 19 December 2026 at the latest, the Commission shall submit to the European Parliament and the Council an ex-post evaluation of the impact of the Directive and its added value, accompanied where appropriate by proposals for its review. This study will be the basis for such ex-post evaluation and possible review of the Directive. Additionally, Article 13 and Article 16 AVMSD require the Commission to report, based on the information provided by Member States and on an independent study, on the application of the AVMSD provisions concerning the promotion of European works,including independent productions in television programmes and on-demand services. The study will have five specific objectives: 1.) Provide the Commission with information and data about the application of the Directive, in particular in the aforementioned areas, in light of the developments of the EU audiovisual market, notably its increasing digitalisation; 2.) Provide the Commission with an objective quantitative and qualitative assessment of the Directive’s implementation, looking particularly at the most significant issues; 3.) With regard to Articles 13, 16 and 17, provide the Commission with information and data required for the monitoring of and reporting on the implementation of the AVMSD rules for the promotion of European works, including independent productions; 4.) Identify, where justified by the above assessment, possible regulatory updates / amendments to the Directive that could bring an improvement to its application and/or to the achievement of its objectives; 5.) Identify and impact-assess the policy options proposed to the Commission to implement the above identified regulatory updates / amendments. Open Market Consultation (OMC) for a future pre–commercial procurement (PCP) to buy R&D (research and development) services to solve circular economy challenges defined by the participating cities-This pre-commercial procurement (PCP) is carried out by Northern Dimension Partnership on Culture Secretariat in the name and on behalf of the buyers group. This prior information notice (PIN) provides early information about the expected starting date and purchase volume and about the open market consultation (OMC) that is organised in preparation of this pre-commercial procurement (PCP). The procurement aims to trigger new solutions to be developed and tested to address two challenges that correspond to an overarching need to increase the number of concrete practices in the Baltic Sea region that would drive the transition to circular economy. Evaluation of WAHAFA-This evaluation is conducted to facilitate learning and improve future Anticipatory Humanitarian Action programs similar to WAHAFA. It is important to note that this tendered evaluation should cover the overarching WAHAFA program, and not the individual AHA Build projects. Instead, it aims to evaluate WAHAFA’s multiplicator role in Anticipatory Humanitarian Action in the German NGO landscape, its coordination and capacity sharing efforts with national and local partner organizations, and the program’s added value for local and international partner NGOs in the sphere of AHA. By identifying challenges and good practices, this evaluation should identify pathways to impact of WAHAFA’s overarching locally led approach and provide recommendations for similar programme approaches in the future. Furthermore, the evaluation will identify the success factors and challenges encountered during program implementation, offering recommendations to improve future AHA programming.
