The destinations of these missions and the places of the EU Delegations cover over 145 countries around the world including countries considered as being of high or critical threat level. Due to the inherent and increased security risks in these countries and in order to fulfil their respective duty of care responsibilities, the following institutions and bodies launch this tender for providing Hostile Environment Awareness Training (HEAT) for their staff. Capacity Building and Destination Promotion of Albania’s GBS and ICT Sectors-Scope of Work The assignment consists of two primary components: 1. Capacity Building for Albanian GBS/ICT Companies The contractor will design and implement a training program to prepare SMEs for international market expansion. The program should address the following thematic areas: - Development of globally attractive company culture - International marketing and online presence building - Effective project management and client communication - Legal and regulatory frameworks for cross-border operations - Financial planning and scaling strategies - International sales and pitching techniques The training should include: - Online, self-paced content - In-person workshops in Albania - Supporting materials and toolkits - Follow-up assessments to provide individual feedback The primary target group are top management teams of Albanian small and medium-sized enterprises (SMEs) in the ICT/GBS sector. 2. Destination Promotion for Albania’s GBS/ICT Sectors The contractor will execute a strategic marketing campaign aimed at raising international awareness of Albania as a credible and competitive outsourcing destination. Activities should include: - Design and maintenance of a dedicated landing page hosted on a reputable international platform (with focus on Central and Southeastern Europe) - Development and publication of analytical articles and case studies, featuring industry insights and testimonials from existing clients of Albanian firms, published in an international, reputable resource (with a focus on Central and Southeastern Europe) - Conduct media outreach to promote the location’ s visibility in Western Europe and North America Expected Deliverables The following deliverables are expected to be completed within the contract duration and in line with agreed milestones: Capacity Building: - Online modules (on-demand), introducing the six thematic areas outlined above for up to 250 participants. - In-person workshops in Albania focusing on each of the six thematic areas, tailored to the specific needs of Albanian companies for up to 100 participants. - Post-workshop assessments and feedback reports for all in-person workshop participants. Event Facility 2025-2026 - FPI.1/2/3 NDICI-The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2025-2026. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. The objective of this contract is to provide, through individual assignments, appropriate organisation and logistical support, for seminars, trainings, workshops, consultations and similar events needed to support the work of Service for Foreign Policy Instruments in implementing the EU political priorities and commitments globally. The contractor will be responsible for all logistical and administrative arrangements related to the organisation of the events.

Study to support the evaluation and review of Audiovisual Media Services Directive-Article 33 AVMSD requires that by 19 December 2026 at the latest, the Commission shall submit to the European Parliament and the Council an ex-post evaluation of the impact of the Directive and its added value, accompanied where appropriate by proposals for its review. This study will be the basis for such ex-post evaluation and possible review of the Directive. Additionally, Article 13 and Article 16 AVMSD require the Commission to report, based on the information provided by Member States and on an independent study, on the application of the AVMSD provisions concerning the promotion of European works,including independent productions in television programmes and on-demand services. The study will have five specific objectives: 1.) Provide the Commission with information and data about the application of the Directive, in particular in the aforementioned areas, in light of the developments of the EU audiovisual market, notably its increasing digitalisation; 2.) Provide the Commission with an objective quantitative and qualitative assessment of the Directive’s implementation, looking particularly at the most significant issues; 3.) With regard to Articles 13, 16 and 17, provide the Commission with information and data required for the monitoring of and reporting on the implementation of the AVMSD rules for the promotion of European works, including independent productions; 4.) Identify, where justified by the above assessment, possible regulatory updates / amendments to the Directive that could bring an improvement to its application and/or to the achievement of its objectives; 5.) Identify and impact-assess the policy options proposed to the Commission to implement the above identified regulatory updates / amendments. The findings of the study will support the Commission's own ex-post evaluation and impact assessment of possible proposals for revision of the Directive and will be used for reporting on European works as required by AVMSD.-WERT: 700 000,00 EUR

Service Framework Contract for the provision of “DEFENCE ENERGY MANAGERS’ COURSE II (DEMC II)”-The objective of this framework contract is to provide the Member States contributing to the DEMC II Project Arrangement with a developmental educational service specific to the Defence sector and with hands-on application/implementation to specific military sites. The Defence Energy Managers’ Course will increase knowledge and improve energy management in defence, resulting in benefits in terms of energy consumption, cost, and CO2 emission reductions. It should also contribute to reducing exposure to volatile energy prices, improving security of supply, increase operational capabilities, and reduce risk associated with energy supply in the armed forces. Within the Course, an average of two Trainings per year for a period of four years will be delivered. Each of the training editions is, for the purpose of the contract, called a “Training”. For the purpose of these tender specifications, the Defence Sector relates to both Ministries of Defence and Armed Forces and applies to fixed infrastructure, operational environments and military platforms and systems. The aim of the DEMC II Trainings is to enhance participant’s understanding of the complexities of managing energy within an organisation or sub-organisation and illustrate how to structure an effective energy management system and programme. Participants will learn how to systematically, incrementally and continuously improve their organisation’s energy performance each year through effective through-life management, planning, design, procurement, dual-use research, monitoring and measurement. The course will aim to establish a pool of experts, trained to a common standard. Through attendance of the agreed DEMC II Trainings, the participants will be trained to the required technical standard to deliver practical, cost-effective solutions and, uniquely, will benefit from case-specific mentoring support to their first project delivered within the context of their normal work activities. After the Training, they should have sufficient knowledge to further develop their skills in a continuous cycle of self-improvement through on- going mentoring, with permanent access to its established on-line resources.-WERT: 507 500,00 EUR
