C3S2_311_bis Rescue, Collection, and Processing of In Situ Observations Beschreibung: The overall objective for these services is to improve access to available in situ instrumental data records and to data streams from observing networks, as needed for climate change monitoring and climate science. Goals to be addressed by the services described in the tender include: improvement of the historical instrumental record by means of support to data rescue activities, quality control and homogenisation of in situ observations; harmonisation of access to data from major international archives of climate observations as well as specialised networks of observing sites; development of merged collections of in situ observations suitable for climate reanalysis; development of high-resolution gridded datasets from in situ observations over Europe that are suitable for climate monitoring. The services shall enhance the access offer for ‘recent’ observations, with proper labelling of differences in quality as compared to near-real-time observations (‘reprocessed’ versus ‘initial’). Recent developments such as greater availability of open-access observations shall be exploited. ECMWF intends to award a single Framework Agreement for a period of maximum 34 months, which shall be implemented via a single Service Contract expected to commence in Q3 2025.-WERT: 4 900 000,00 EUR

Strategic Advice to Europe’s Rail Joint Undertaking-This call for tenders aims at providing strategic support to Europe’s Rail Joint Undertaking. In order to ensure the adequate management of the activities and deal with the complexity of the EU-Rail JU programme without increasing rigidity in its organisation and cost structure, the EU-Rail JU considers key to avail itself of the support of external providers in the fields of strategy advice and support to programme management. CAMS2_53b Development and provision of hot-spot emissions of CH4 from Copernicus Contributing Missions-This ITT is for providing quantitative estimates of methane emissions from large point sources around the world based on satellite data from the Copernicus Contributing Missions (CCM) programme. The Successful Tenderer shall use the observations of methane abundances in the atmosphere provided by the CCM satellite missions to derive emission estimates for the targeted local emission sources. The CCM programme is still being ramped up for atmospheric composition observations, which means that this ITT is meant to be exploratory to assess the added value of the CCM missions with regards to CAMS. This ITT therefore asks for an agile approach with optional activities that will be triggered by ECMWF, once sufficiently mature data from each of the satellites becomes available for use in this contract. The Successful Tenderer shall also support ECMWF with the production of web- based graphics to communicate the information to a range of user stakeholders, including the European Commission, EU member states, and Copernicus contributing-WERT: 1 000 000,00 EUR

Data collection, validation & harmonisation for the EU Industrial R&D Investment Scoreboards 2025-2028-Since 2004, the Commission has produced the EU Industrial R&D Investment Scoreboards to analyse corporate R&D investment data and the positioning of EU-based companies compared to their global peers. The publication of the Scoreboard in December each year intends to raise awareness of the importance of R&D for businesses and to encourage firms to disclose information about their R&D investments and other intangible assets, provide economic analyses and inspire policy recommendations for Europe. The data for the Scoreboard come from companies’ publicly available audited accounts. The main objective of this framework contract is data collection and validation for the EU Industrial R&D Investment Scoreboards 2025-28. The work shall be organised in annual cycles with regard to publication of the report each December. The approach is that, based on data provided by the Commission, the financial reports of up to 4000 firms shall be retrieved and several indicators should be gathered and validated for eligibility and accuracy. Moreover, this work involves cross-checking the data to establish a coherent and comprehensive final dataset, including occasional additional verifications after publication of the data in the Scoreboard report.-WERT: 750 000,00 EUR

Upskilling of Albanian ITC Company Employees-Tasks to be performed by the contractor The contractor is responsible for providing the following services: Scope of Services The contractor will be responsible for: 1. Delivering structured training programs tailored to ICT service providers. 2. Ensuring alignment with the hiring and upskilling needs of participating companies. 3. Providing training through in- house programs or accredited external providers. 4. Offering guidance on market entry strategies and workforce development. Eligibility Criteria for Companies Companies applying for training support must meet at least one of the following conditions: 1. Growing their Team with New Hires or Interns The company must plan to hire new employees or interns as a direct result of the training. Roles can include developers, IT support specialists, cybersecurity analysts, or similar positions. Companies should aim to hire at least four (4) new employees or interns within six months post-training. The number of trainees is up to the bidder’s discretion. 2. Expanding to a New Market and Creating Jobs The company should have a clear strategy for entering or expanding in the German market. A growth projection should outline job creation expectations over the next three to nine (3-9) months. Companies should aim to hire at least four (4) new employees or interns within six months post-training. 3.Securing New Clients and Outsourcing Contracts The company must demonstrate a training need to support newly acquired service contracts with German customers. Evidence of past clients or ongoing discussions with potential German partners must be provided. Preference will be given to companies with existing German clients. Companies should aim to hire at least four (4) new employees or interns within six months post-training. 4. Upskilling the Team for a New Contract or Client The training must directly contribute to upskilling employees to meet the requirements of a new contract or client.
