Capacity Building and Destination Promotion of Albania’s GBS and ICT Sectors-Scope of Work The assignment consists of two primary components: 1. Capacity Building for Albanian GBS/ICT Companies The contractor will design and implement a training program to prepare SMEs for international market expansion. The program should address the following thematic areas: - Development of globally attractive company culture - International marketing and online presence building - Effective project management and client communication - Legal and regulatory frameworks for cross-border operations - Financial planning and scaling strategies - International sales and pitching techniques The training should include: - Online, self-paced content - In-person workshops in Albania - Supporting materials and toolkits - Follow-up assessments to provide individual feedback The primary target group are top management teams of Albanian small and medium-sized enterprises (SMEs) in the ICT/GBS sector. 2. Destination Promotion for Albania’s GBS/ICT Sectors The contractor will execute a strategic marketing campaign aimed at raising international awareness of Albania as a credible and competitive outsourcing destination. Activities should include: - Design and maintenance of a dedicated landing page hosted on a reputable international platform (with focus on Central and Southeastern Europe) - Development and publication of analytical articles and case studies, featuring industry insights and testimonials from existing clients of Albanian firms, published in an international, reputable resource (with a focus on Central and Southeastern Europe) - Conduct media outreach to promote the location’ s visibility in Western Europe and North America Expected Deliverables The following deliverables are expected to be completed within the contract duration and in line with agreed milestones: Capacity Building: - Online modules (on-demand), introducing the six thematic areas outlined above for up to 250 participants. - In-person workshops in Albania focusing on each of the six thematic areas, tailored to the specific needs of Albanian companies for up to 100 participants. - Post-workshop assessments and feedback reports for all in-person workshop participants. Open Market Consultation (OMC) for a future Pre-Commercial Procurement (PCP) of R&D (research and development) services on the climate adaptation domain using space and EO (Earth Observation)-based information to prevent and mitigate water related crisis challenges to increase climate resilience in Europe – PCP WISE-This Prior Information Notice announces an OMC and provides early information in preparation for a future PCP carried out by the PCP WISE project (Public Procurement of Innovative Solutions for Water Management from Space). This project receives funding from the European Union's Horizon Europe Research and Innovation Programme under grant agreement number No. 101182917 and selected under the HORIZON- CL6-2024-GOVERNANCE-01-5, topic: Customisation/pre-operationalisation of prototypes end- user services in the area Climate Change Adaptation and Mitigation (see EU Funding & Tenders Portal - https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen /opportunities/topic-details/horizon-cl6-2024-governance-01-5), with a budget of €12 million earmarked for the R&D phases during the implementation of the PCP instrument. However, the European Union does not participate as a contracting authority in the procurement. PCP WISE aims to challenge the market to develop innovative solutions (up to TRL8) to improve water management, particularly in the fields of agriculture, urban climate resilience and planning, climate risk management and resilience to water-related natural disasters, using satellite based earth observation data, hydrological models, field data and artificial intelligence in order to provide intelligence on rural and urban soil-water-vegetation-system-conditions and related risks per sector. By leveraging space technology and environmental observation data, PCP WISE seeks to address critical challenges related to floods, fires, and infrastructure impacts both in rural and urban areas. This collaborative effort brings together public buyers, research institutions, and industry experts to create and implement advanced climate services that will enhance Europe's ability to adapt to and mitigate the effects of climate change. Therefore, it marks the start of an ambitious international collaboration dedicated to the sustainable management of water resources and the need to enlarge climate resilience across Europe. PCP WISE focuses on five distinct use cases, each addressing specific water-related challenges in different regions of Europe (North, South, West, and East) and geographical contexts (urban and rural) on flood, drought, subsidence, fire, or other concerns distinguishing between issues of a regular nature and those arising from crisis situations. Software Development Services for Outage Planning Platform -Mit der Ausschreibung "Software Development Services for Outage Planning Platform" beabsichtigt Swissgrid, mit zwei (2) geeigneten Partnern ab dem 1. Oktober 2025 Rahmenverträge über eine Laufzeit von 14.25 Jahren abzuschliessen, welche die folgenden Dienstleistungen im Bereich der Software-Entwicklung erbringen werden: Beratung, Analyse und Konzeptualisierung Design und Implementierung Erweiterungen, Verbesserungen und Wartung Testen Dokumentation Support Es wird erwartet, dass die gesuchten Dienstleister in der Lage sind, Swissgrid sowohl über den gesamten Lebenszyklus als auch für einzelne Phasen zu unterstützen. Die zu entwickelnde Hauptanwendung, heisst ORCA App. Die ORCA-App umfasst auch Teile der Integration mit anderen Anwendungen. Der beauftragte Lieferant wird die IT-technische Software-Entwicklung für die ORCA App verantworten. Das ORCA-Projekt deckt auf Swissgrid-Seite zusätzlich die Datenschnittstellen und funktionalen Entwicklungen in anderen bestehenden und neu entwickelten IT-Systemen in Swissgrid ab, indem es diese Entwicklungen entweder vorantreibt oder mit Entwicklungen anderer Swissgrid-Projekte koordiniert. Ziel ist es, diese IT-Systeme zu einer integrierten ORCA-Plattform weiterzuentwickeln, die bis 2030 eine harmonisierte User Experience (UX) für die Geschäftsprozesse aller Nutzergruppen bietet. Darüber hinaus ist Wartung, Support und Weiterentwicklung bis 2039 vorgesehen. Ergänzend ist anzumerken, dass Swissgrid plant, sowohl mit der erstplatzierten Anbieterin als auch mit der zweitplatzierten Anbieterin dieser Ausschreibung (als Backup-Lieferant) einen Rahmenvertrag abzuschliessen, so dass im Falle des Ziehens einer Exit-Klausel (Exit-Szenario mit der erstplatzierten Anbieterin), die optionalen Leistungen für die Weiterentwicklung des MVP, dessen Wartung und Support (sowie die Konzeptionsleistungen) auch von der zweitplatzierten Anbieterin erbracht werden können (die Exit-Klausel kann von Swissgrid bis spätestens Ende 2026 gezogen werden, siehe auch Bestimmungen im Rahmenvertrag).
