Provision of services linked to the production of videos, multimedia assets and associated services - The procurement is aimed at the provision of a range of services linked to the production of social media videos, creative videos with long shelf life and other multimedia assets and associated services. The purpose of these framework contracts is to provide the European Parliament with audiovisual production services, as well as services related to the production of related multimedia services (e.g. radio spot, cinema version of video, formatting and translations) from pre-production to post-production in the required formats for multi- channel distribution and in the 24 EU languages as a minimum. The services will be performed primarily in Brussels (Belgium) and Strasbourg (France), but also in all the remaining EU Member States and beyond upon request.

Study to support the evaluation and review of Audiovisual Media Services Directive-Article 33 AVMSD requires that by 19 December 2026 at the latest, the Commission shall submit to the European Parliament and the Council an ex-post evaluation of the impact of the Directive and its added value, accompanied where appropriate by proposals for its review. This study will be the basis for such ex-post evaluation and possible review of the Directive. Additionally, Article 13 and Article 16 AVMSD require the Commission to report, based on the information provided by Member States and on an independent study, on the application of the AVMSD provisions concerning the promotion of European works,including independent productions in television programmes and on-demand services. The study will have five specific objectives: 1.) Provide the Commission with information and data about the application of the Directive, in particular in the aforementioned areas, in light of the developments of the EU audiovisual market, notably its increasing digitalisation; 2.) Provide the Commission with an objective quantitative and qualitative assessment of the Directive’s implementation, looking particularly at the most significant issues; 3.) With regard to Articles 13, 16 and 17, provide the Commission with information and data required for the monitoring of and reporting on the implementation of the AVMSD rules for the promotion of European works, including independent productions; 4.) Identify, where justified by the above assessment, possible regulatory updates / amendments to the Directive that could bring an improvement to its application and/or to the achievement of its objectives; 5.) Identify and impact-assess the policy options proposed to the Commission to implement the above identified regulatory updates / amendments. The findings of the study will support the Commission's own ex-post evaluation and impact assessment of possible proposals for revision of the Directive and will be used for reporting on European works as required by AVMSD.-WERT: 700 000,00 EUR

Capacity Building and Destination Promotion of Albania’s GBS and ICT Sectors-Scope of Work The assignment consists of two primary components: 1. Capacity Building for Albanian GBS/ICT Companies The contractor will design and implement a training program to prepare SMEs for international market expansion. The program should address the following thematic areas: - Development of globally attractive company culture - International marketing and online presence building - Effective project management and client communication - Legal and regulatory frameworks for cross-border operations - Financial planning and scaling strategies - International sales and pitching techniques The training should include: - Online, self-paced content - In-person workshops in Albania - Supporting materials and toolkits - Follow-up assessments to provide individual feedback The primary target group are top management teams of Albanian small and medium-sized enterprises (SMEs) in the ICT/GBS sector. 2. Destination Promotion for Albania’s GBS/ICT Sectors The contractor will execute a strategic marketing campaign aimed at raising international awareness of Albania as a credible and competitive outsourcing destination. It is supposed to technically support the reporting process and enable the management and aggregation of results in a software-as-a-service (SaaS) system. The tool should be based on existing, proven software that has already demonstrated its effectiveness and usability. The monitoring tool should support the following needs to a maximum extent: i. indicator-based monitoring of GIZ India"s BMZ results matrices and for organising indicators according to such logframe structures.
