Fused PNT Analyses based on European Infrastructure - The European Commission is launching a study on the potential use of communication-oriented LEO constellations for the deployment of a complementary PNT service. This approach is normally referred to as Fused PNT. This tender will focus on developing a user terminal prototype and a simulated environment enabling to assess the performance of Fused PNT under a realistic set of propagation conditions and inter-satellite interference. Database, monitoring and research on Renewable Energy Auctions-In the current context, auctions and tenders for public support to renewable energies are evolving rapidly. At EU level, changes in legislation have been agreed (Electricity Market regulation) and the Commission has issued recommendations and guidance on auction design to Member States. In addition, the Net Zero Industry Act has introduced provisions regarding the use of non-price criteria in such auctions. In the current practice, zero support auctions have become more common, non-price criteria are being increasingly used and technology-specific and hybrid auctions have become part of the toolbox, while the emergence of PPA markets also provides an alternative or complementary route to the financing of renewable energy deployment. In this changing landscape, decision makers in the EU and in the Member States need a clear reference point to source and exchange up-to date knowledge about the evolution of renewable energy auctions. The overall objective is to improve the effectiveness and cost-efficiency of these tendering procedures, taking into account the EU’s decarbonisation objectives. The project will: - Collect, organise, continuously update and make publicly available relevant data on renewable energy auctions in the form of a comprehensive free online auction database; - Provide empirical and theoretical analysis and concrete recommendations regarding the key aspects of the evolution of practice in renewable energy auctions, in particular all specific design features and their overall interaction and coherence; - Interact with policy makers in the EU and Member States and other relevant stakeholders, including other academics and researchers to source additional information and disseminate the results of the project’s work, including the database and the analysis. This interaction can take the form of workshops, webinars and conferences bringing together top researchers and academics and the relevant stakeholders to further enhance the outcome of the project and to disseminate its outcome. To fulfil the project’s objectives, the contractors can build on the results of the Horizon Europe AURES II project, including its database and analysis and other relevant sources.-WERT: 1 600 000,00 EUR
User observations on usage of recommender systems to enable scaling of recommender systems experiments through automated and agentic means-Pursuant to article 27 DSA, providers of online platforms must clearly explain in their terms and conditions the main parameters used in their recommender systems, using plain and intelligible language. Moreover, they must explain options for users to modify or influence these main parameters. The main parameters that must be explained include (a) the most significant criteria used to determine suggested information, and (b) the reasons for the relative importance of these parameters. For platforms offering multiple options for recommender systems, they must provide a functionality allowing users to select and modify their preferred option at any time. Such a functionality should be directly and easily accessible from the section of the platform’s interface where the information is prioritized. In addition to the obligations established by article 27, providers of VLOPs and VLOSEs have an additional requirement: they must provide at least one recommender system option that is not based on profiling as defined in Regulation (EU) 2016/679 (“General Data Protection Regulation” or “GDPR”). These transparency requirements aim to give users more control and understanding of how information is presented to them on online platforms, particularly in relation to personalized recommendations. Against this background, this contract will explore how users engage with recommender systems across Very Large Online Platforms (VLOPs) and Very Large Online Search Engine (VLOSEs) through user surveys and user observations. DG CONNECT, together with the European Centre for Algorithmic Transparency at the Joint Research Centre (ECAT – JRC), is developing new methods to analyze recommender systems. These methods are developed across a wide range of representative recommendation surfaces across VLOPs and VLOSEs (both in terms of user experience – social media feeds, products listing, etc. - and types of contents – video, text, images, products, etc.). Therefore, the need arises to ground the understanding of such systems with real world data from observations of user interactions with recommender systems, confronting state of the art of the scientific literature with the reality of a representative panel of VLOPs and VLOSEs’ user base (in terms of relevant demographic variables such as age, gender, computer literacy, etc.).-WERT: 250 000,00 EUR

The purpose is to provide a timely, up-to-date compendium of daily information, in the form of press reviews, about the way in which topics of relevance to the European Parliament and the European Union are reported in the media. The European Parliament’s Directorate- General for Communication is seeking to ensure it has the best possible knowledge of the media coverage across the EU on topics related to the European Union, the European Parliament and the activities of its President and Members.
