EO data products and Near-Real-Time services for HAB-Hub project - The HAB-Hub Pilot project (PP33) aims to assess, improve and scale-up existing Earth Observation (EO) data, services and methodologies to detect in near-real-time (NRT) harmful algal bloom (HAB) events in European waters. The project will evaluate at a pan European scale the performance of methods and products already applied in existing operational EU services as well as phytoplankton bloom monitoring systems worldwide. The assessment will be carried out in retrospective mode, testing the capacity of alternative systems of successfully detecting and documenting past bloom events. The best performing system should then be evaluated during a NRT 6-month experiment. The purpose of this forthcoming contract is to provide the EO data needed for the assessment in retrospective mode, to develop a web-based platform (or dashboard) that will host the NRT experiment and will display and disseminate its results, and to run the NRT experiment with the appropriate data.

The subject of this procurement is to provide support to the activities of the European Ports Alliance Public-Private Partnership. Procurement procedure for legal advice, pre-litigation and litigation services in relation to EU Staff matters-The Agency presently employs staff members as temporary agents and contract agents and considers that it may, on occasion, require legal services from a law firm in relation to its employment conditions, namely the Staff Regulations of officials and the Conditions of Employment of other servants of the European Union (“EU Staff Regulations”), the Protocol (No 7) on the Privileges and Immunities of the European Union , other provisions applicable to staff members but also on other matters which may arise in relation to employment conditions of staff (collectively referred to “EU staff matters”). Staff members have the right to lodge appeals and complaints against administrative decisions taken by the Agency under these Regulations. Staff members may also make appeals to the European Court of Justice or the Ombudsman. The Agency may also require legal services in relation to such appeals, complaints or disputes. In light of the foregoing, the Agency seeks to conclude multiple framework contracts (FWC) for the services of external lawyers who hold particular knowledge in EU staff matters, to predominantly cover the provision of: 1) legal advice in relation to the interpretation and implementation of the provisions of the Staff Regulations of Officials and Conditions of Employment of Other Servants of the European Union (“EU Staff Regulations”); the Protocol (No.7) on the Privileges and Immunities of the European Union; other provisions applicable to staff members; and other matters which may arise in relation to employment conditions of staff (“collectively referred to “EU staff matters”), and 2) pre-litigation and litigation services to represent the Agency before the EU Courts, as well as for the provision of legal advice in pre-litigation and litigation stage in relation to staff cases pursuant to “EU staff matters”. It is emphasised that (a) “pre-litigation services” shall be understood as cases where legal advice is given in the preparation of arbitration or conciliation or judicial proceedings, or where there is tangible indication and high probability that the matter to which the legal services relate will become the subject of arbitration or conciliation or judicial proceedings, and (b) this procurement procedure includes legal representation of the Agency before EU Courts (ECJ) as well as the provision of legal advice in pre-litigation and litigation stage in relation to staff cases. The Agency wishes to award up to a maximum of two suitably qualified and experienced law firms, in priority order, predominantly covering the provision of legal advice but also pre-litigation and litigation services in relation to EU staff matters for an initial period of one year, with three possible renewals, each of twelve months. In the context of this procedure, “Law firm” shall be understood as comprising practising lawyers as individuals and “pre-litigation cases/matters” shall be understood as cases where legal advice is given in the preparation of arbitration or conciliation or judicial proceedings, or where there is tangible indication and high probability that the matter to which the legal services relate will become the subject of arbitration or conciliation or judicial proceedings. Further development of the sustainable district heating systems in Upper Nitra region - The objective of this service contract call for tender is to assist Upper Nitra regional and local authorities, DH suppliers and stakeholders in improving their capacity to identify, plan, develop and implement specific measures and action plans for improvement of their DHS restructuring within the legal framework of RES Directive EU/2023/2413 (Revised Renewable Energy Directive (EU) 2018/2001) and Energy efficiency Directive (EU) 2023 /1791. The specific objective is to provide the specific technical assistance to local and regional stakeholders in the upper Nitra region to enable successful and effective implementation of improvements of their DHS with a direct impact on improving the socio-economic and environmental impact of transition to climate neutrality in the most affected territories. Although subject to other contributing factors, the tasks and deliverables of the contract and the associated outcomes should over the longer-term contribute, towards a just transition and a climate neutral economy in the transitioning region and should directly contribute to alleviating the impact of the transition. The achievement of the contract’s objectives is not solely the responsibility of the contractor and as well as specific objective must be achieved and fulfilled by the performed activities of the project, however, the expected long-term effects might alsowill depend partly but not only on action(s) of national, local and regional authorities and other stakeholders involved. The desired Aachievements of the objectives and a long-term impact of this contract depends largely on the degree of endorsement and implementation of the deliverables Specific Action Plans by concerned participants in the project and subsequent enforcement, as well as on wider policy focus and conditions, which remain outside the responsibility of the contracting authority and the contractor. Such endorsement and implementation remain the exclusive responsibility of concerned participants. In order to enable the best possible achievements, the contracting authority deploys also services of JASPERS initiative of the EIB. The contractor will work under close cooperation and supervision of the experts from JASPERS and be equally responsible to them as well as the contracting authority.

Modelling Pathways for a Sustainable and Agroecological Transition of Food Systems in Africa - The aim of this contract is to contribute to a project that models several pathways for a sustainable transition of food systems in three African countries (Senegal, Kenya and Mozambique), supporting the European Commission's Green Agriculture agenda. The contractor will be responsible for fine-tuning scenarios for sustainable transition of food systems, supporting the development of models for agroecological transition at both country and farm levels (including development of local modelers capacity), engaging stakeholders, disseminating and communicating project results, as well as providing management and coordination services. The stakeholder engagement will involve local organizations, including civil society, researchers, and policy makers, as well as regional organizations in Africa, to ensure a comprehensive and inclusive approach. A key dimension of the project is to engage with policy makers from the outset, to ensure a good understanding and uptake of the project's lessons and recommendations, and to facilitate the integration of the project's findings into policy decisions. Review of the Conflict Minerals Regulation (EU(2017)821) - According to Article 17(2) of Regulation (EU) 2017/821, the Commission has to present a review on the functioning and effectiveness of the Regulation to the Council and European Parliament every three years. The first review report was published on 24 September 2024. The 2027 review will focus primarily on how to improve the implementation and enforcement of the CMR in the EU. It will also seek to analyse 3TG supply chains feeding into the EU market and the uptake of due diligence by EU companies and the role of due diligence schemes. Further, the review will seek to identify concrete potential for easing burden on businesses under the current Regulation. The review will cover notably burden on SMEs and how facilitative measures (existing or new ones) can contribute to ease this burden, whilst not changing the reporting requirements foreseen in the regulation and keeping the alignment with the OECD international standard.
