Support to the European School Survey Project on Alcohol and Other Drugs (ESPAD)-The ESPAD project (European School Survey Project on Alcohol and Other Drugs) is an international project that collects data every four years in over 35 European countries on the use of alcohol, tobacco, medicines, illicit drugs, and other addictive behaviours, and possible correlates with such behaviours, among 15–16-year-old school students through probabilistic school surveys. The project started in 1995, and the next data collection is planned for 2028. Since ESPAD is a unique source of internationally comparable and trend information about prevalence and patterns of addictive behaviours among school population in Europe that has been proven informative for researchers, policy-makers, and other stakeholders, and it increasingly provides evidence for evaluation of national and European drug policies, EUDA has a strong interest in maintaining high quality and comparability of the research process and study outputs. The EUDA is committed to giving support to the international coordination of the project and actively participating in its coordination. The main purpose of this contract is therefore to collect, compile, analyse and report on the results on substance use among secondary school students across Europe with the objective to strengthen EUDA’s monitoring capacities on drugs use and to anticipate and alert on emerging drug-related risks among European adolescents.-WERT: 350 000,00 EUR

Scientific e-journals and e-books: subscription, access and related services-The need for a dedicated tender arises from the increasingly central role of scientific knowledge in law enforcement training, research, and practice. Policing and security are no longer shaped only by professional experience or internal doctrine, but also by empirical research, data analysis, and interdisciplinary evidence. Access to peer-reviewed academic publications is therefore essential to ensure that training content, analytical work, and operational methodologies are informed by reliable, current, and validated knowledge. Without a formal procurement mechanism, access to such resources would remain fragmented, uneven, and dependent on ad hoc arrangements, creating a risk that parts of the community rely on incomplete or outdated information. A dedicated tender is therefore necessary to secure stable, lawful, and comprehensive access to high-quality scientific e- journals and e-books across the CEPOL community. The tender is also needed to ensure equal and organised access for all relevant users, including trainers, analysts, researchers, and operational staff. In the absence of a structured contractual framework, access to scientific literature is likely to vary between institutions and individuals, undermining consistency in training delivery, limiting the dissemination of best practices, and reducing the overall coherence of professional development across jurisdictions. Centralised procurement will support a common knowledge base, strengthen harmonisation in law enforcement education, and reinforce CEPOL’s role as a hub for knowledge exchange and evidence-based learning. Finally, the tender is necessary to address the technical and economic specificities of accessing licensed academic content in a controlled, sustainable, and cost-effective manner. Scientific publishers generally rely on specific licensing, authentication, and access- management systems, which must be compatible with CEPOL’s existing digital environment. Without a procurement procedure tailored to these requirements, there is a significant risk of selecting solutions that are technically unsuitable, financially inefficient, or dependent on costly bespoke development. By defining clear technical requirements and prioritising solutions that can be implemented within the existing environment, the tender ensures operational feasibility, protects institutional resources, and guarantees continuity and reliability of access to essential scientific knowledge.-WERT: 322 000,00 EUR

Workplace practices and practical resources for the prevention of work-related cardiovascular diseases (CVDs), return-to-work (RTW) of workers after a CVD event, and retention at work (RAT) of workers with chronic CVDs (2 Lots)-The contracting authority’s OSH overviews typically include the collection, analysis and dissemination of comprehensive information regarding policy, research and practices to support policy makers, researchers and intermediaries to better guide decision making and prioritise resources at policy, research and company level. Through different research projects, an OSH overview contributes to the development and sharing of good practice, both at the level of policy and of workplace intervention. Depending on the focus and scope of the project, they involve literature reviews, case studies, interviews with key informants at policy, research or company level, focus groups, workshops and seminars. This specific OSH overview on CVDs and OSH seeks to improve the prevention of CVDs related to work, the return-to-work (RTW) of workers after a CVD event and the retention at work (RAT) of workers with chronic CVDs. Through the various projects implemented as part of this OSH overview, it aims at investigating the occupational risk factors leading to work-related CVDs, as well as their interplay with non-work-related determinants of CVDs; explore in more depth specific sectors, occupations and worker groups at higher risk; collect data on the burden and underlying causes of work-related CVDs in the EU; identify and assess policies, strategies and programmes, as well as workplace interventions and practices to prevent work-related CVDs, to support the RTW of workers after a CVD or the RAT of workers with chronic CVDs. First findings from the ongoing projects under this OSH overview have consistently identified a critical gap between evidence and practice: while the evidence linking work-related risks to CVD is relatively well established, documented examples of effective workplace-level practices and resources remain scarce. This call for tenders invites bids for two lots that together address this gap: - field-based case study research on workplace practices with regard to the prevention of work-related CVDs, return to work (RTW) of workers after a CVD event and/or the retention at work (RAT) of workers with chronic CVDs (Lot 1); and - a structured compilation and assessment of practical resources for workplace actors for the prevention of work-related CVDs, return to work (RTW) of workers after a CVD event and/or the retention at work (RAT) of workers with chronic CVDs (Lot 2).-WERT: 155 000,00 EUR

Evidence reviews for the European Commission Initiatives on cancer screening and care-The Disease Prevention Unit of the European Commission’s (EC) Joint Research Centre has been assigned with tasks in the field of cancer prevention and rare diseases that include the development of new European guidelines and quality assurance schemes for the six most prevalent cancer sites (breast, cervical, colorectal, gastric, lung and prostate cancer) representing over 50% of the cancer burden in the European Union. The purpose of this procurement procedure is to provide continuity for the collection, analysis and assessment of the underpinning evidence informing the EC initiatives, following a uniform methodological framework. Framework service contract for the collection of meteorological and hydrological in-situ data in support to the Copernicus Emergency Management Service (CEMS) Flood Early Warning Systems-The objective of this framework contract is to continue the operation of the CEMS "Hydrological and Meteorological Data Collection Centers" (METEO and HYDRO) in support to the flood early warning and monitoring component of the Copernicus Emergency Management Service (CEMS) which continues as full operational service as defined in article 51(1.b)) of the regulation (EU) 2021/696 of the Union Space Program. Meteorological and hydrological observations constitute a key input for the European and Global Flood Awareness Systems (EFAS and GloFAS) of the Copernicus Emergency Management Service (CEMS). The role of METEO and HYDRO is to collect meteorological (Europe only) and hydrological in- situ observations in near real time (METEO only) as well as for historic periods, quality control and post-process the collected observations, manage and expand the data provider networks and further enhance the data collection. CEMS implementation is an interservice arrangement between DG JRC, DG DEFIS and DG ECHO (Ares (2021) 2234141). European Monitoring of Biodiversity in Agricultural Landscapes (EMBAL) 2028-OBJECTIVES: The general objectives of this contract are to contribute towards i) the establishment of a robust data series on the state of biodiversity in agricultural landscapes in the EU, and ii) a better understanding of (the impacts of policy actions on) the biodiversity trends in agricultural landscapes at the EU and national level. The specific objectives of this contract are i) to undertake the EMBAL field survey in all EU Member States in 2028 and 2029, and ii) to analyse the collected data. The contract will survey at least 4500 sites in each year (i.e. undertake at least 9 000 site-surveys across the two years), strictly following the EMBAL survey protocol and technical guidelines as prepared and executed in the EMBAL survey 2022/2023.
