Modellvorhaben der Raumordnung (MORO) - Kommunale und regionale Aspekte im Fokus – Transnationale Zusammenarbeit (Interreg B) Es besteht ein besonderes Bundesinteresse, dass die künftigen transnationalen Programme (Interreg B) weiterhin ein breites Spektrum deutscher Partner, insbesondere kommunale und regionale Akteure, ansprechen und dass diese ihre eigenen raumentwicklungsbezogenen Projekte in einen europäischen Kontext stellen. Dafür müssen die Themen der künftigen Interreg B-Programme die aus deutscher Sicht relevanten räumlichen Herausforderungen abdecken und die Programmstrukturen einen niedrigschwelligen Zugang auch von Neueinsteigern und kleineren Verwaltungen und Institutionen ermöglichen. Programm- und Projektakteure sowie Multiplikatoren sollen deshalb wirksam in Konsultationsprozesse zur Ausrichtung der Interreg B-Programme 2028-2034 einbezogen werden. Letztlich zielt das Projekt darauf, gute Rahmenbedingungen für eine starke Beteiligung von deutschen Städten, Gemeinden und Regionen an der transnationalen Zusammenarbeit in der Förderperiode 2028-2034 zu schaffen. Die Ergebnisse des Projekts dienen als Entscheidungsgrundlage für BMWSB / BBSR und Länder für die Ausgestaltung der künftigen Interreg B- Programme mit deutscher Beteiligung.

Technical project support to BioClime-Biodiversity loss and climate change represent two of the most pressing challenges of our era. To address both with urgency, it is essential to make swift strides in implementation, harnessing the synergies between biodiversity and climate action, as well as climate adaptation. The goals of the Global Biodiversity Framework (GBF) of the Convention on Biological Diversity (CBD) and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC) cannot be achieved without faster progress in implementation and utilization of the synergies between climate and biodiversity protection. The platform is established as a multilingual and General Data Protection Regulation (GDPR)-compliant digital learning environment, offering an effective, scalable, and sustainable way to implement digital learning - free of charge for learners in GIZ partner countries. Target groups are learners aged 16 and above living in Latin America, the Middle East and North Africa, Sub-Saharan Africa, Asia, or Eastern Europe. The platform hosts over 300 public digital courses, covering topics such as Artificial Intelligence, digital skills, health, entrepreneurship, tourism, and more. GIZ projects can work with atingi to develop new learning content or use and adapt existing resources. atingi"s technical foundation is a website with multiple subdomains, centered around a Moodle-based Learning Management System (LMS), currently Moodle Workplace 4.1. An upgrade to Moodle Workplace 4.5 is planned in 2025. The LMS is used for training, certifications, and knowledge sharing. It integrates various tools such as the webinar tool BigBlueButton, the authoring tool H5P, tenancies, communication tools, and has been extended with multiple plug-ins. From 2026 onwards, atingi will be offered as a GIZ-wide internal standard product, accessible to all GIZ projects. While it will remain free of charge to learners, internal charges will apply for the services used by GIZ projects. The focus of the new phase is on simplifying and standardizing the atingi product and service portfolio, ensuring data protection and information security, and enabling smooth and transparent procurement and onboarding processes for all interested GIZ projects (referred to as "partners"). To support this transition, the atingi team is seeking external support through a contractor. 81318196-On demand experts to support cities in the early-stage preparation of climate resilient and low carbon investment projects in the solid waste management sector (Lot 2)Project description - All lots The City Climate Finance Gap Fund (Gap Fund) is a collaborative initiative involving donors (GER BMWK / BMZ and LUX), the World Bank (WB), the European Investment Bank (EIB), and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, along with partner organizations such as city networks and international multi-stakeholder partnerships. Its primary objective is to assist cities in middle- and low-income countries (as per the OECD-DAC List (https://www.oecd.org/content/oecd/en /topics/sub-issues/oda-standards.html)) in transitioning towards low-carbon and climate- resilient pathways. The implementation of the Gap Fund is carried out by Technical Secretariats at the WB and EIB in cooperation with GIZ, with an implementation period spanning from 2020 to 2027. Both the EIB and WB host a multi-donor trust fund (MDTF) of EUR 48 million and EUR 57 million respectively. In 2023, donor contributions to the Gap Fund have doubled the initial fund"s capitalisation bringing it to 105 million EUR. Development of national sustainability disclosure requirements and support in the implementation of the requirements for financial institutions-Emerging markets and developing economies (EMDEs) have set ambitious targets aligned with the Sustainable Development Goals (SDGs), the Paris Agreement, and the Convention on Biological Diversity (CBD). Achieving these goals requires a fundamental transformation of economic and financial systems, particularly in countries that are highly vulnerable to climate and biodiversity crises and face limitations in financial and institutional capacities. To support this transformation, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the global project Sustainable Economic Transformation and Sustainable Finance (2Transform) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union. The project is part of the Team Europe Initiative (TEI) Sustainable Finance Advisory Hub (SFAH) and complements the Global Green Bonds Initiative. It provides targeted technical assistance to partner countries, enabling them to attract private capital for sustainable development and ensure a just and inclusive transition. The project works in two components: 1. Sustainable Finance This component aims to accelerate the financial sector"s transformation towards sustainability in alignment with international standards and national development goals. The Sustainable Finance component is currently active in Brazil, India, Mexico, Peru, Rwanda, Senegal, Egypt, South Africa and Ghana . The activities are divided in three workstreams: Global agenda setting and knowledge exchange: This pillar fosters international dialogue and peer learning, working closely with networks such as the Sustainable Banking and Finance Network (SBFN), UNEP Finance Initiative (UNEP FI). It promotes the interoperability of frameworks and supports partner countries in articulating their needs and positions globally. Policy and regulatory frameworks: The project supports the development and enhancement of sustainable finance policies, regulations, and supervisory practices. This includes assistance in drafting taxonomies, sustainability disclosure frameworks and policies, green/sustainable bond frameworks, sustainable finance strategies, and risk-based regulations that foster financial stability and green investments. Transformation of financial institutions: The project helps banks and other financial actors embed sustainability in governance, strategies, and operations. To deliver scalable training, GIZ, UNEP FI, and the Chartered Banker Institute have co-founded the Principles for Responsible Banking Academy (PRB Academy). This global learning platform offers both online and in-person trainings based on the PRB. Tailored advisory services are also provided to selected institutions to support their sustainability transformation. 2. Sustainable Economic Transformation This component offers economic policy advisory services through capacity-building measures to advance green industrial development and the sustainable economic transformation of partner countries. The project is part of the Team Europe Initiative (TEI) Sustainable Finance Advisory Hub (SFAH) and complements the Global Green Bonds Initiative. It provides targeted technical assistance to partner countries, enabling them to attract private capital for sustainable development and ensure a just and inclusive transition. The project works in two components: 1. Sustainable Finance This component aims to accelerate the financial sector"s transformation towards sustainability in alignment with international standards and national development goals. The Sustainable Finance component is currently active in Brazil, India, Mexico, Peru, Rwanda, Senegal, Egypt, South Africa and Ghana . The activities are divided in three workstreams: Global agenda setting and knowledge exchange: This pillar fosters international dialogue and peer learning, working closely with networks such as the Sustainable Banking and Finance Network (SBFN), UNEP Finance Initiative (UNEP FI). It promotes the interoperability of frameworks and supports partner countries in articulating their needs and positions globally. Policy and regulatory frameworks: The project supports the development and enhancement of sustainable finance policies, regulations, and supervisory practices. This includes assistance in drafting taxonomies, sustainability disclosure frameworks and policies, green/sustainable bond frameworks, sustainable finance strategies, and risk-based regulations that foster financial stability and green investments. Transformation of financial institutions: The project helps banks and other financial actors embed sustainability in governance, strategies, and operations. To deliver scalable training, GIZ, UNEP FI, and the Chartered Banker Institute have co-founded the Principles for Responsible Banking Academy (PRB Academy). This global learning platform offers both online and in-person trainings based on the PRB. Tailored advisory services are also provided to selected institutions to support their sustainability transformation. 2. Sustainable Economic Transformation This component offers economic policy advisory services through capacity-building measures to advance green industrial development and the sustainable economic transformation of partner countries. It supports capacity development for evidence-based industrial and economic policymaking within relevant ministries and subordinate authorities - such as ministries of economy, energy, planning, and environment - as well as private sector organisations and structured economic actors (e.g., industry associations). A particular focus lies on green hydrogen and Power-to-X, aiming to maximise the development impact and local value creation of investments in the green hydrogen economy. The project ensures that such investments are meaningfully integrated into evolving national industrial ecosystems.

Study "Economic and ESG impacts on the mining sector of the southeastern DRC related to Lobito Corridor development and the global energy transition"-The German Federal Institute for Geosciences and Natural Resources (BGR) and the Congolese Ministry of Mines have been long-term partners within the bilateral development cooperation framework, seeking to support responsible mining practice and good governance, both in industrial as well as artisanal and small-scale mining. The current project phase (2024-2027), entitled “Economic development and responsible supply chains in the Congolese mining sector II”, includes a project component that focuses on supporting and advising Congolese partners on the topic of managing ESG (environment, social and governance) impacts in the industrial mining sector. The present study, commissioned by BGR as the Client, shall fulfil a supporting role in this regard while also providing relevant background information. The objective of this study is to perform a systematic evaluation of the anticipated or already observed economic and ESG impacts on the mining sector related to (1) Lobito Corridor development and (2) market trends and market requirements in association with the global energy transition. The implicit purpose of this study is to provide advice to the Client’s Congolese project partners on relevant international developments in this regard and what this implies for national mining sector ESG performance. This shall support effective policy development and mining sector governance with a view to broadening global market demand for Congolese raw materials and associated manufactured products by improving and marketing their associated ESG performance features. The study may further be useful to a broader public audience that includes mining sector stakeholders, public and private prospective investors, financing parties, interested offtakers and downstream industries associated with Congolese raw materials, as well as development partners and civil society.
