It supports inner-city, regional, and long-distance transport - especially freight - by creating jobs, promoting economic growth along corridors, and connecting landlocked countries to seaports for international market access. Historically focused on raw material transport, modern projects now prioritize regional integration, boosting intra-African trade and economic development. Shifting from road to rail reduces costs, enhances competitiveness, and lowers CO2 emissions, fostering regional value chains. To sustain this growth, training centers are essential. The African Development Bank"s (AfDB) 2024-2033 strategy emphasizes investing in youth skills, TVET, and leadership to transform demographic growth into economic productivity, aligning with regional integration, gender equality, and climate-resilient infrastructure. For rail, this means locally tailored, skills-based training to support technical and managerial expertise, aligning with AfCFTA and industrialization goals. GIZ"s "Transforming Urban Mobility Initiative (TUMI) Just Mobility" promotes sustainable mobility for economic and social development on behalf of BMZ and co-financed by the EU. It advises cities on climate- friendly transport, improves mobility in Yaoundé and Costa Rica, and supports urban mobility strategies via the MobiliseYourCity alliance. TUMI integrates gender equality and inclusion, ensuring equitable access to skills, employment, and private-sector cooperation in rail, addressing structural barriers. GIZ and AfDB collaborate to build inclusive training capacities in rail transport, focusing on increasing participation of women and underrepresented groups. African countries often lack trained personnel for rail construction, operation, and management, risking dependence on foreign expertise. Rail Competence Centres, often with international partners, provide specialized training (e.g., for train drivers, technicians, and managers), ensuring local expertise for infrastructure longevity and efficiency. A strong and growing rail sector on the African continent represents an opportunity for European companies. European companies cover the entire value chain, from large-scale turnkey projects to specialised suppliers. An industry dialogue will serve as a sounding board for this study and create dedicated business-oriented platforms for structured exchange between European and African public and private stakeholders. This study addresses a particularly pressing challenge in the development and sustainability of railways in Africa. Assignment: These Terms of Reference define the scope of services to be provided under a consultancy contract to support the mapping, onboarding and training of stakeholders in the footwear and leather industry in India to establish an effective grievance and remedy system. Location: Europe and India Duration: A longtime assignment between August 2026 and September 2029 Tendering Organization: INKOTA-netzwerk e.V. (hereinafter abbreviated as INKOTA) has been working in development campaigning, public relations and educational work for more than 50 years. Critical dialogue and participation in multi-stakeholder initiatives, such as the Textiles Partnership, are part of the work. The same applies to the partnership in development projects in the Global South. 1. Background The advertised service will be provided within the project “MAP for effective grievance and remedy in the global supply chain for footwear and leather goods through community-based worker resource centres” which is implemented between 01.10.2025 and 30.09.2029. The project is jointly implemented by one Indian NGO and the lead organization INKOTA which is based in Germany. Main donor is the German Federal Ministry for Economic Cooperation and Development (BMZ), whose current funding guidelines for the Civil Society Grant, effective as of January 1st, 2025, must be followed. The overall objective of the project is to improve working conditions and health protection for employees in the footwear and leather industry in Uttar Pradesh and Tamil Nadu by establishing a functioning OECD-compliant grievance and remedy system within the value chains of German companies. For this purpose, the project aims to commit at least 7-10 companies (including purchasing companies as well as producers) to long-term cooperation in the Multi-Actors-Partnership (MAP) and to build up the necessary capacity among them to implement an effective complaints system. Through Workers Resource Centres (WRC) in selected factories, the project also directly supports workers in exercising their rights. 2. Objectives In order to establish meaningful stakeholder engagement and to draw up a concrete work plan for the companies to follow, INKOTA is seeking for support in facilitating peer learning and the exchange of expertise among relevant stakeholders of the Multi-Actors-Partnership , especially on UNGP+OECD-compliant grievance mechanism, grievance policies and procedures of comparable initiatives and existing regional and local grievance channels. Moreover, support is needed when it comes to mapping at least four production sites in the two project regions, examining the companies involved, the access to factories by civil society and other stakeholders as well as prioritization of identified risks to be addressed. It is expected that the contracted service provider will then also facilitate the onboarding process of new suppliers, by raising awareness on human rights and grievance mechanisms and introducing the principles and practices of factory-level social dialogue. This is following by a comprehensive support in creating workplans and implementation measures , as well as building relevant capacities at factory level for both, management staff and workers. Nevertheless, deeply rooted inequalities persist, embedded in historical power relations and current social structures. People who are marginalised due to their gender, identity or other characteristics are particularly affected. Achieving sustainable change therefore requires strong civil society organisations that advocate for vulnerable groups, expose injustices and help make political and social processes more inclusive. To fulfil this role effectively, these actors need targeted, needs-based support - organisational, technical and through stronger networks. The Society. Equality. Africa - The Transformation (SEA-T) programme addresses this need. Its objective is to enable local and regional civil society actors in Africa to measurably improve social justice and participation. It focuses on organisations that are embedded in their contexts, understand community needs and drive practical solutions. The approach combines support, knowledge generation and networking to achieve impact at organisational, network and public discourse levels. A core element is needs-based support. Civil society organisations receive tailored assistance to pursue their goals independently and effectively. This includes strengthening management and advocacy capacities, improving internal processes and tools for monitoring results, and maintaining flexibility to respond to dynamic contexts. Support follows the principle of ownership: local perspectives and priorities set the direction; partnerships are designed on an equal footing and build on the engagement and expertise of civil society. A second focus is on evidence and knowledge. Together with partner organisations, the programme develops studies, analyses and datasets that provide a solid scientific basis for advocacy. This enables actors to argue their case more convincingly in policy dialogues - for example on closing the gender data gap, advancing inclusion or improving mechanisms for participation. Systematically prepared evidence also strengthens the legitimacy of civil society demands vis-à-vis state and non-state decision-makers. Third, the programme fosters networking. Organisations are supported to collaborate more closely, exchange tried-and-tested approaches and scale them across regions. Peer-to-peer learning, thematic communities of practice and regional exchange formats facilitate the spread of proven methods - such as inclusive programming, participatory formats and evidence-based advocacy. Stronger cooperation creates alliances that channel local experience into regional debates and amplify common positions. In a newly added output, the programme prioritises strengthening the long-term structural resilience of civil society in Africa in an increasingly restrictive and regressive civic space. Fourth, the programme strengthens civil society actors by building institutional and financial resilience through a Participatory Grant Council (PGC), where regional feminist representatives and GIZ jointly set priorities and funding criteria. Via the PGC, funds and accompanying measures are allocated to feminist organizations and collectives for reserves, core funding, income diversification, organizational development, and sustainable financial and governance structures, enabling partners to continue their work under challenging political and financial conditions. Additionally, the programme will support three participatory, regionally developed models for sustainable Afro-feminist mobilization to enhance long-term coordination, shared political visions, and practical instruments for collective responses to backlash, shrinking civic space, and regressive change. The focus is on strategies for organisational, financial and political sustainability of movements and organisations. This includes measures to reinforce internal governance and accountability, inclusive and values-based leadership, security and protection mechanisms (including digital, legal and physical safety), as well as collective care and wellbeing practices that prevent burnout and sustain engagement. This integrated approach of needs-based strengthening, evidence-driven advocacy, strategic networking and resilience-building aims to sustainably increase African civil society"s capacity to act.

VerMoL 2-Bestands- und Stakeholder-Analyse für Güterverkehr & Infrastruktur in der Grenzregion Deutschland - Polen - Tschechien Innerhalb des Projektes VerMoL "Begleitende Vernetzung und Beratung sowie Mitwirkung an einer koordinierten und verkehrsträgerübergreifenden Entwicklung überregional wirksamer Mobilitäts- und Logistikangebote" wurden in den Jahren 2021 bis 2025 durch mehrere Studien und Konzepte Möglichkeiten der Verkehrsverlagerung im Güterverkehr von der Straße auf die Schiene in der Sächsischen Lausitz untersucht. In den kommenden Jahren wird die Ost-West-Relation, u.a. aufgrund ausgedehnter internationaler Handelsbeziehungen und des prognostizierten steigenden Verkehrsaufkommens weiter an Bedeutung gewinnen. Aufbauend auf bisherigen Studienergebnissen des Projektes VerMoL ist eine grenzübergreifende Betrachtung von infrastrukturellen und organisatorischen Aktivitäten, Projekten und geplanten Maßnahmen in Polen und Tschechien im Kontext Güterverkehr durchzuführen. Unterstützungsleistungen für Wildtiermonitoring und Datenmanagement im Rahmen eines Projektes in Namibia-Gegenstand des Aufrages ist die eigenverantwortliche Durchführung folgender Leistungen im Rahmen des Projekts: - Technische Anbindung von 2 Drohnen an bestehende Bewegungsdaten von Geiern - Monitoring und Analyse der Daten - Durchführung von Feldarbeiten/ Freilandarbeiten in Namibia, Schwerpunkt Etosha Nationalpark - Datenmanagement und Berichterstattung - Administrative und koordinative Aufgaben Der Auftragnehmer erbringt insbesondere folgende Leistungen: Monitoring und Datenanalyse Technische Umsetzung Feldarbeit Kommunikation und Koordination Datenmanagement und Dokumentation Die Leistungen sollen über einen Zeitraum von 10 Monaten erbracht werden.

Eine besondere Bedeutung kommt hierbei der Beratung zu Qualitätsinfrastruktur für nachhaltige Wirtschaftsentwicklung und nachhaltige Wertschöpfungsketten, Wettbewerbsfähigkeit und Handel sowie Energie, Umwelt und Klimaschutz zu. In diesem Zusammenhang insbesondere der Beratung von Netzwerken, Fazilitieren von Stakeholderprozessen und Capacity Development. Der regionale Schwerpunkt liegt aktuell in den Regionen: Nordafrika, Osteuropa, Zentralasien, Südasien und Südostasien, sowie weltweit zum Thema Capacity Development.

Unterstützung von NDFs zu CITES gelisteten Reptilien durch Kombination molekularer und ökologischer Methoden: Pilotprojekt in Madagaskar-Deutschland zählt in der EU zu einem der Hauptimportländer lebender Reptilien für den Heimtierhandel, darunter auch madagassische Arten und trägt damit eine besondere Verantwortung für ihren Schutz. Insgesamt 160 madagassischer Reptilienarten sind in den CITES Anhängen gelistet. CITES-Ausfuhrquoten in Madagaskar wurden im internationalen Vergleich historisch am häufigsten gebrochen, was eine unzureichende Korrektur von Ausfuhrquoten durch fehlende Daten zu Populationsgrößen und -dichten nahelegt (Morton, Nijman, & Edwards, 2024). Solche aktuellen, lokalen Daten fehlen insbesondere für madagassische Chamäleons (89 Arten in den CITES-Anhängen), was eine realistische Einschätzung des Gefährdungsstatus durch IUCN und Durchführung von NDFs durch die Wissenschaftlichen CITES Behörden in Madagaskar, aber auch der Einfuhrländer in der EU erschwert. Deutschland und die Wissenschaftliche Prüfgruppe in der EU haben seit vielen Jahren aufgrund mangelnder Bestandsdaten Schwierigkeiten bei der Bewertung der Naturverträglichkeit (NDF) von Einfuhren madagassischer Chamäleonarten für den Heimtierhandel, einer Kernaufgabe des BfN in der Umsetzung von CITES in der EU. In einer genetisch-ökologischen Kombinationsstudie sollen Untersuchungen in ausgewählten durch Wildentnahmen betroffenen Regionen Madagaskars durchgeführt werden. Dabei sollen durch geeignete wissenschaftliche Methoden exemplarisch der Populationszustand und populationsgenetische Eigenschaften verschiedener Chamäleonarten erfasst werden. Die Ergebnisse sollen unmittelbar bei Bewertungen der Nachhaltigkeit von Ein-/Ausfuhren dieser Arten verwendet werden. Die Ergebnisse sollen veröffentlicht, und den relevanten madagassischen Behörden und der CITES Gemeinschaft durch das BfN zur Verfügung gestellt werden.
